Purpose of the position:
- HTS M&E Officer will play a pivotal role in implementing, managing, and continuously enhancing the Rapid Tests Continuous Quality Improvement (RTCQI) initiatives, which include the Learning and Training Testers platform. This role combines business and program data analysis, system and users support, and leadership responsibilities to ensure the electronic platforms effectively meet the evolving needs of the Department of Health.
- The ideal candidate will have a strong background in program management, health-related data analysis, and technical support, with a particular focus on laboratory systems, including laboratory quality assurance programs and Continuous Quality Improvement (CQI) initiatives.
Minimum Requirements
- Bachelor’s degree in health science related field / health information technology / business administration
- Minimum of 5 years’ experience in healthcare program management, system support and team leadership is essential
- Knowledge of healthcare quality assurance programs, particularly in HIV testing and laboratory management
- Proven experience in gathering and analyzing business requirements and translating them into technical solutions
- Certification in business analysis (e.g., CBAP, PMI-PBA) or ITIL project management (e.g., PMP) is desired
- Proficiency Power BI and JavaScript is highly recommended to generate reports
- Experience with ODK (Open Data Kit) or KoboToolbox for data collection and management will be an advantage
- Experience with open-source platforms like Moodle will be an advantage
- Valid Code 08 driver’s license
- Clear criminal record
Duties and Responsibilities
- Scaling up of the RTCQI in the non PEPFAR districts and providing continuous support in all 9
- provinces and 52 districts
- Provide training to all HTS testers on the 3 Test strategy i.e. HIVSS, Index Testing modalities (ITS)
- and Social Network testing (SNS)
- Reviewing and updating HTS, HIVSS, ITS, PT and RTCQI data annually with some IT elements
- Lead IT support efforts for the CQI support platform, ensuring the system is stable and performs
- optimally
- Provide technical support to users, troubleshoot issues and liaise with the IT Dept for the correction of system-related problems promptly
- Oversee the integration of data collection, storage and analysis processes within the platform
- Collaborate with stakeholders, including provincial DoHs and PEPFAR District Support Partners (DSPs), to gather, document and analyze business requirements for the CQI support platform
- Conduct gap analysis to identify areas of improvement or where new functionalities are needed to support the CQI programs
- Provide implementation support to additional districts
- Prioritize and address other CQI-related initiatives as directed by the NDoH
- Serve as the primary point of contact between the Department of Health, IT teams and external partners
- Lead and mentor a multidisciplinary team to ensure the successful implementation and ongoing management of the platform
- Facilitate workshops and meetings with stakeholders
- Develop and deliver training programs
- Work with the Department’s training teams to integrate platform-specific training
- Provide ongoing support and guidance to users
- Oversee the management of data collected through the platform
- Develop and maintain dashboards and reports that provide insights into the performance of the CQI programs
