Minimum Requirements

  • A recognised Legal Degree;
  • A minimum of five (5) years’ experience as a compliance officer/specialist/manager;
  • Post-graduate qualification in Compliance Management is preferable;
  • Ability to work under pressure and to meet set deadlines;
  • Excellent written and verbal communication skills and analytical problem-solving skills;
  • Credibility to interface with management, researchers and support staff;
  • Demonstrate initiative, integrity and maturity;
  • Excellent presentation skills;
  • Detailed knowledge of South African legislation and regulations applicable to HSRC, including but not limited to PFMA, POPIA, HSRC Act, IPR Act, Labour Relations Act and their application.

Duties & Responsibilities

  • Ensuring that an effective and efficient compliance management service is rendered to the organisation.
  • Conduct legal research and prepare legal opinions on various legal matters.
  • Ensure adequate internal controls are in place to meet compliance with all required laws, rules, and regulations.
  • Assist Board, Board Committees and Management with the interpretation of legislation to ensure that the HSRC acts within the confines and parameters of applicable legislation.
  • Serve as a legal and compliance resource and point of reference on legal and compliance matters, as well as rendering formal and informal legal opinions on various legal matters and providing legal comments on various documents.
  • Provide overall legal and compliance advice to the HSRC leadership and Management to ensure compliance with legislation, regulations, policies and procedures.
  • Identify the principal compliance risks of the legal environment and implement appropriate systems to manage these risks.
  • Conduct legal due diligence to identify and minimize potential legal risks.
  • Establish a compliance and reporting framework.
  • Manage compliance universe, checklists, and compliance risk registers to ensure that they are updated by Managers, as per the compliance framework.
  • Administration of compliance management systems.
  • Monitor HSRC compliance on a continuous basis.
  • Report on compliance-related matters to senior management and Audit and Risk Committee.
  • Report on non-compliance matters including but not limited to irregular expenditure.
  • Arrange regular compliance management training workshops.
  • .Advise the HSRC accordingly on legislative changes/reforms and make proposals/recommendations on Law reform.
