MINIMUM EDUCATIONAL REQUIREMENTS:

EXPERIENCE (including but not limited to):

  • 8 -10 Years relevant engineering/production experience in a mining environment, of which 5 years in middle (project) management capacity.

DUTIES (including but not limited to):

  • Manage and control, in terms of the responsibilities of legal appointment, mine-wide capital portfolio on all legal, stay in business, efficiency and growth capital projects to support the objectives of long-term strategic and life of mine plans.
  • Review project management support function budget submission to ensure it is realistic and meaningful, and meets project management needs of the mine by, inter alia, reconciling data from strategic/operational plans, and obtaining equipment, component and related cost details. Provide broad oversight of budget through effective review of monthly management, variance and exception reporting. Manage high-level project management support performance metrics to ensure outputs and deliverables around project goals and outputs are met, taking swift technical and/or managerial action where performance/delivery gaps are identified. Identify project systems-level opportunities for cost containment, cost-efficiency and/or project service enhancement in the project management environment through appropriate levels of research and problem analysis and compiling a compelling business case for presentation at executive level.
  • Interpret strategic and operational plans as these impact on SIB, growth, efficiency and legal projects and provide guidelines for project resource requirements for practical implementation of project activities and initiatives. Ensure project deliverables align with strategic needs and translated into benefits for the mine. Establish through the application of engineering knowledge, skills and experience, and drawing on expertise from other support functions as necessary, high-level performance metrics and measurement systems and dashboards flowing from above to proactively reflect and manage trends and patterns regarding project management, development, and related objectives. Interpret high-level data and other metrics to complete advanced technical/project computations and results to meet project performance requirements, and to inform decision-making/problem solving by applying both theoretical, practical and organisational knowledge, skills and experience. Coordinate project management functions to ensure project resource inputs, milestones and deliverables are on track and agree contingency plans as appropriate with stakeholders. Provide overall direction and oversight functionality to project maintenance and development systems for competent, safe and cost-effective delivery of project outputs. Formulate high-level project needs and priorities in line with strategic objectives which will support long-term functioning and sustainability of infrastructural capabilities by drawing on senior-level engineering knowledge, skills and experience, and reconciling with organisational needs and realities. Ensure tender processes are transparent and open and function within tender policy guidelines to secure continuous, competent, credible and cost-effective project management services and/or supplies.
  • Implementation of Operational Plans which support the company’s strategic initiatives, production profile and objectives. Provide Inputs into functional strategy. Driving of SIB, Growth, Efficiency and Legal Projects to be able the benefits of the projects are reached by Dwarsrivier.
  • Manage execution of the load-out and logistical processes and activities in line with approved processes and recommend remedial action where necessary. Analyze process and asset performance trends against targets and make recommendations regarding improvements. Liaison across interfaces in managing constraints. Optimize load out process to improve turnaround time and achieve targets. Develop COP’s and SP’s within span of control and submit to management for approval. Ensure effective implementation of approved COP’s and SP’s.
  • Develop, maintain and improve Enterprise Asset Management System (EAMS) and processes in keeping with industry best practices through continuous auditing and benchmarking. Ensure appropriate application in support of business objectives including liaison across interfaces. Develop, maintain and improve Performance Management Information System to ensure timeous and accurate management information across sectional boundaries, including user proficiency.
  • Budget Compliance to mine wide capital portfolio in accordance to the 5 year capital portfolio forecast. Compliance to the implemented cost saving initiative. Compiling and representing the full 5 year capital portfolio for Dwarsrivier. Enforce and monitor adherence to finance and procurement policies and procedures. Expenditure monitored. Forecasts and projections are accurate and meet operational requirements. Effectively manage sub-function and its objectives in line with approved budgets.
  • Ensure all equipment purchased is in line with mine requirements. Efficient Utilisation of drawings office services for enhancement of existing plant, mine and new projects. Support quality control, quality assurance, and clerk of works.
  • Custodian of Projects and operations process and systems on the Mine. Ensure continuous improvement in the department when benchmarked. Co-develop and sign off on all Projects and project operations processes, procedures, policies and SOPs. Ensure all procedures are captured accurately as per requirements.
  • Ensure effective management of environment objectives and risk profiles in line with approved strategy while pro-actively anticipate legalisation and other changes that may impact on the business unit.
  • Participate actively and constructively in project management meetings and forums to understand longer-term user department issues and priorities, and the implications for project management support functions by applying technical knowledge, skills and experience. Provide broad-based project management support in the project environment by forging close partnerships with stakeholders, notably production management, internal service providers, external service providers, suppliers and government departments. Make relevant inputs into supplier and other service stakeholder contracts to ensure continuity of supplies and services for project management service delivery at required standards and cost-effective rates. Engage closely with suppliers to ensure high-value/high-impact technical supplies and components meet technically- and contractually defined specifications and functionality. Identify anomalies within stakeholder and supplier contractual services and take steps to swiftly and proactively resolve disputes arising, escalating as appropriate should discretionary and/or limits of authority need to be exceeded. Solve complex project technical/engineering problems as these impact on project management needs and goals through application of technical knowledge, skills and experience, through appropriate problem-solving and root-cause analysis for correct technical diagnoses, and through appropriate levels of communication, understanding and compromise.
  • Provide broad oversight and accountability of project management outputs at appropriate levels of management, control and/or delegation in the project environment drawing on situational leadership and management techniques. Review remedial action which may be recommended as appropriate to ensure quality of work outputs are consistently, safely and cost-effectively sustained to meet project-specific goals and objectives and consider other options or variation on options. Provide mentorship support as required for trainees/learners for assimilation in the project and broader organisational environment, and to meet the technical and behavioural requirements of the training programme. Provide high-level review of performance of direct reports in the department in terms of performance agreements, and participatively discuss performance successes and gaps, agreeing performance improvement action plans and deliverables. Drive high levels of discipline in the workplace through the appropriate application of people-related policies and procedures as these impact on performance, discipline, grievances and ethical behaviour, and through management visibility and example. Interpret salient parts of strategic and operational plans as these apply to project management support, competence and behavioural requirements to meet project-specific objectives, identify resource inputs, and establish broad guidelines for implementation. Ensure project-specific competency requirements are maintained and developed to meet required service/support levels to infrastructure goals and operations in an ever-changing environment.
  • Translate SHERQ goals applicable as derived from business plan into clear direction and implement effectively and efficiently for broad-based delivery and support in the project management environment. Ensure adherence to statutory safety regulations and mine standards, procedures and practices such as PPE, safe working practices, re-entering periods. Effectively communicate new regulations and procedures as and when required to ensure employees and contractor awareness and correct implementation thereof. Assist in rendering of appropriate first aid to injured person(s) as and when required or refer to qualified persons.
  • Drive initiatives aimed at eliminating waste, improve productivity and reduce operating costs. Initiate and lead engineering/technical change to meet operational objectives. Implement successful change initiatives, plan and ensure optimal resource utilisation within engineering support in the plant environment.
  • Ensure compliance with legislation by setting and achieving procurement targets in terms of Broad Based Black Economic Empowerment and Mining Charter requirements. Develop and implement policies/procedures to support statutory requirements that will aid in the achievement of targets and statutory compliance.
