Description
OVERALL PURPOSE OF THE JOB
- Plans and conduct safety oversight and surveillance on all medical certification processes, public health events in civil aviation, air ambulances, and Cabin Crew First Aid Training procedures as well as evaluating and assessing medical conditions of flight safety significance.
Oversight of the Medical Certification Processes & Procedures
- Identify regulatory gaps and initiate a review process which research should be based on local and international best practice ICAO and International Best Practice, workshop for submission to CARCOM for approval and promulgation
- Ensure that accredited medical conclusions are reached by conducting research and ensuring that presentations and medical certification processes are evidence based
- Prepare the Aeromedical Committee agenda, draft minutes of a high-quality standard, and facilitate their signature in line with the procedure
- Coordinator of medical appeals specialists in line with terms of references
- Conducting research related to the medical appeal process
- Routine collection and analysis of medical findings during medical assessments to identify areas of increased medical risk
- Continuously re-evaluate the medical assessment process to identify areas of increased medical risk
- Routinely collect and analyse incapacitation in-flight and on active-duty data
- Conduct research to analyse trends and implement aviation safety intervention strategies
- Evaluate foreign medical records for validation of foreign licenses.
- Investigation and preparation of medical cases, for enforcement, related non-compliant applicants and DAMEs for submission to the Legal Division
- Participate in the training of Aerospace Medicine Course and the EMPIC System
- Develop checklists and conduct Medical Practical Flight Tests
Oversight of Public Health Risk in Aviation
- Identifying gaps in legislation related to ICAO Annex 6,9,11,14,18 and other, International Health Regulations (2005),
- Consult, review and submit to CARCOM for approval and promulgation recommendations on identified gaps.
- Develop Master Surveillance Plan for Airlines, Charter Operators, and Airports
- Conduct risk based audits on relevant aspects as indicated in the Master Surveillance Plan
- Evaluate procedures for airlines, charter, and airport operators to ensure compliance with the spread of communicable diseases by air travel.
- Participate in training and consultation forums with industry on public health measures
- Participate at MNORT of the National Department of Health and Facilitation Committee of the NDOT
- Initiate enforcement processes where necessary.
Oversight Air Assist the Ambulance Operations & First Aid Cabin Crew Training
- Assist the Senior Aviation Medical Officer in identifying gaps in legislation, conduct research and review according to best practice
- Assist in evaluation and approval of training material and MOP’s for ATO and Operators
- Conduct inspections of air ambulance operations and Cabin Crew First Aid ATO’s in accordance with the Master Surveillance Plan
- Participate in the revision of the Part 64 First Aid training content applicable to cabin crew
- Continuous provision of training through consultation with the aviation industry
- Conduct inspections at Charter, Airline, and Airports Operators
- Initiate enforcement processes where necessary
- Ensure that First Aid Training is in line with IATA, Medical Heart Association and other best practice
Provide Medical Insight to Accident Investigations
- Participation in the development of legislation applicable to the medical aspects of aircraft accidents
- Provide AIID in identifying relevant experts to advise on the medical aspects of aircraft accidents
- Collect all the medical information and interpret post-mortem and toxicology reports
- Draft the final accident report applicable to the medical aspect of aircraft accidents for submission to AAID
Participate in the State Assistance Missions
Requirements
EDUCATION
MINIMUM
- MBCHB plus Postgraduate Diploma in Occupational Health OR Public Health OR Administration OR Medico-Legal OR Pilot License
EXPERIENCE
- 2 Years experience as a Designated Medical Examiner/Public Health Officer/Experience in Regulatory Environment of Administrative Medicine
