Chief Accountant: Compliance needed at Saldanha Municipality

Minimum requirements:

• A relevant 3 – year tertiary qualification, preferably in Accounting/ SCM/ Logistics/ Procurement 5 Years relevant experience across SCM Processes including 2 years of supervisory experience Municipal Minimum Competency Level Certificate (MMCL) to be achieved within 18 months of appointment Computer literacy (MS Office) Valid Code B driver’s license Supervisory and reporting skills  Attention to detail Be able to work independently.

Preferred requirements:

• B Degree (NQF 7) related to Procurement / Supply Chain management / Law / Accounting 5 Years relevant finance experience of which 2 years must be at a supervisory level Municipal Minimum Competency Level Certificate (MMCL) to be achieved within 18 months of appointment Computer literacy (MS Office) Valid Code B driver’s license Supervisory and reporting skills Attention to detail Be able to work independently.

Duties will entail:

• Management, functional planning and coordination of the annual bid plan for the entire municipality Specialist advisor on Bid Specification Committee Management, functional planning and coordination of competitive bidding process Contract Administration and management of all purchases/contracts above R300 000.00 Monitor and report on contracts above R100 000.00 Management, functional planning and coordination of the supplier database and the database registration process Management and coordination of gift register process Responsible for procurements of goods and services for SCM unit as per delegation Supply Information to Manager: SCM by drafting progress reports to management and council Supervise personnel in Bid Administration and compliance unit • Internal and External Communication Provide inputs on legislative requirements in respect of SCM Report any irregularities to SCM Manager
