Position Responsibilities

  • Support technical staff and field project offices to determine appropriate acquisition instruments based on project requirements.
  • Draft and modify purchase orders, subcontracts, and independent consultant agreements.
  • Under the direction and guidance of the Contracts Manager, draft and review procurement documentation including but not limited to solicitation documents, evaluation memos, negotiation memos, and commercial item determinations.
  • Draft personnel and salary requests, consents to subcontract, waivers, and other contractual matters.
  • Perform cost/price analysis of subcontractor bids and proposals.                                                                       
  • Ensure project compliance with government contracting requirements such as FAR, AIDAR, as applicable.
  • Assist with the contract start-up and close-out process.
  • Monitor upcoming compliance deadlines and submit required contractual reports and documentation.
  • Collaborate with business services teams (finance, human resources, and business development), field offices, and technical staff to ensure successful implementation of projects.
  • Continuously identify ways to streamline the procedures and processes of the Contracts department.
  • Maintain and ensure accuracy of electronic files in line with the company policies and procedures.
  • Support audits and other related tasks as required.

Required Qualifications

  • Bachelor’s degree in international development/studies, business administration or another related field.
  • Three years of relevant procurement work experience with USAID contracts.
  • Knowledge of the Federal Acquisition Regulations System and AIDAR.
  • Proven ability to handle multiple tasks in a fast-paced and deadline-oriented environment.
  • Excellent writing and communication skills.
  • Advanced Excel, Word, and PowerPoint skills.
  • Excellent problem-solving, negotiating, and analytical skills.
  • Strong organizational skills and attention to detail.
  • Self-sufficient and able to operate independently.
  • Able to produce accurate and complete documents in a timely manner.
  • Excellent listening skills and highly developed sense of responsibility and commitment to customer service.

Preferred but Not Required Qualifications

  • Fluency in a foreign language.
  • Prior work experience or knowledge of the Contractor Purchasing System Review (CPSR), and its application to Federal government contracts/subcontracts.
