Job Function:

Serves as the custodian for the Data Governance capability within D&IT. Accountable for the delivery of Data Governance Policies and Procedures to guide and govern Master Data Management (MDM), Data Stewardship and Data Governance Automation solutions that will enable Imperial to make faster and more informed decisions based on insights generated from this capability. The Data Governance Lead will manage the efforts of a group of Data Stewards (matrix structure) embedded into Business Units (BU’s).

Key performance areas:

  • Develop overall Data Strategy, Approach, Principles & Business Case & Success Measurement Framework
  • Iteratively establish an enterprise-wide Data Architecture, must cover all data types
  • Establish a Data Governance competency & implement a supporting operating model
  • Providing input into data policies, standards and procedures
  • Championing the implementation of data management standards and processes
  • Build an overall Data Management capability based on a solid framework – Business & Technical
  • Compile an overall Data Management Roadmap to track progress and interdependencies
  • Developing business terms and definitions (metadata) for assigned data sets and attributes, and ensuring that they are properly reviewed and approved in alignment with the Data Governance Framework
  • Take stock of our data assets and classify these assets (Meta Data Management)
  • Implementing and maintaining data quality requirements and business rules for assigned data sets
  • Implementing and monitoring access to corporate data in accordance to approved business rules and processes
  • Identifying and helping to resolve data issues, risks and errors (escalating to Data Custodian when required)
  • Cleanse base data (Master & Reference Data) ensure the sustainability of the cleansed data
  • On-board Data Management Foundational Technologies establish an enterprise – wide Data Platform Architecture must support all Data management streams
  • Arranging appropriate training for staff to ensure that data is captured and used accurately and appropriately

Develop and/or drive:

  • In collaboration with the D&IT leadership, an overall Data & Insights strategy that dovetails with the D&IT strategy
  • In collaboration with the Enterprise Architecture function, a Data Governance architecture and an approach to getting to that target state architecture
  • The establishment of critical KPIs for tracking and measuring the success/value generated from the Data & Insights capability
  • Frameworks and models for components of Data & Insights services and solutions
  • The communication plans and change management process for disseminating the overall Data & Insights strategy across D&IT and Imperial
  • Provide strategic leadership and oversight:
  • Input on proposals from a data architectural perspective, including feasibility, practicality, technical viability, and consistency
  • Through collaboration with relevant stakeholders within D&IT and Imperial, to design and implement Data Governance services and solutions
  • On efficient data collection, integration and retention methods for all projects
  • Standardising, simplifying and speeding-up of functional processes and eliminate duplication and bureaucracy
  • Functional best practices and promote sharing of best practices/knowledge across the Data & Insights capability
  • Through contribution to the relevant D&IT governance forums
  • For all issues/incidents that are raised related to the Data & Insights capability, define and communicate mitigation/resolution plans to the relevant business units
  • For the assessment of external vendors to provide Data & Insights services and solutions to D&IT

Ensure:

  • All relevant Data & Insights programmes/projects have business cases indicating the business benefits and value realisation roadmaps
  • Track all relevant Data & Insights projects against the projected value to ensure value is being unlocked according to the roadmap
  • Mitigation plans are in place for projects/programmes that are not delivering according to the estimated timeline
  • Deliverables are always rigorously tested and approved before releasing to D&IT and Imperial

Adhere to:

  • All corporate governance, processes, procedures and statuary, legal and other requirements

Minimum Qualifications:

  • BSc (Hons) Computer/Data Science (Essential/Minimum)
  • BCom (Hons) Informatics (Essential/Minimum or)
  • BEng (Hons) Computer (Essential/Minimum)
  • BSc (Hons) Mathematics / Statistics (Essential/Minimum)

Minimum Skills and Experience:

  • 6+ years in Business Intelligence/Data Analytics/Data Science/Modelling/Statistics/Data Governance
  • Working knowledge of Data Governance/Business Intelligence/Data Analytics principles & best practices
  • Working Knowledge of Programming and statistical computer languages (R, Python , SQL, etc.)

  • Strong communication skills
  • Strong relationship building skills
  • Excellent planning, time management and organisational skills
  • Knowledge of statistical modelling and data mining techniques i.e. Regression, Random Forest, Boosting, Trees, text mining, social network analysis etc.
  • Querying databases using statistical computer languages i.e. R, Python, SQL, etc.
