Qualifications and experience required:
- An appropriate three-year tertiary career-related qualification (degree or diploma) in one of the Built Environment Professions, i.e. Construction Management, Quantity Surveying, Property Management, Architect, Town Planning, Human Settlements qualification and Development Studies.
- Computer literacy in MS Office applications.
- A valid Code B or C driver’s licence.
- Minimum five (5) years’ experience in the field of Social Housing/Property Development, Management and Administration.
Key attributes and competencies:
- Extensive knowledge of the relevant policies of Council, and other related legislation, circulars, relating to area of responsibility.
- The incumbent must have the ability to meet predetermined deadlines, in respect of monitoring and implementing corrective measures to rectify deviations/acts contrary to financial regulations, audit requirements and departmental procedure.
- Ability to direct and control the Key Performance Indicators and outcomes of personnel within the Division.
- Project management experience.
- Excellent report-writing and time management skills.
- Excellent interpersonal and problem-solving skills.
- Proficient oral and written communication skills in English.
- Ability to work under pressure and meet critical/conflicting deadlines.
- Must have budgetary control experience.
- Must have managerial and negotiating skills.
Job purpose:
- Initiating and managing Social Housing Programmes in terms of Council’s Social Housing Policy and programmes and in line with National and Provincial policies, directives and prescripts with regards to Social Housing.
- As part of the selection process, candidates may be tested on any requirement, skill or competency, which will include pre-employment screening, medical examination, security vetting and psychometric assessment.
