KEY DELIVERABLES:

  • The purpose of the Engineering and Technical Manager is to oversee the NHBRC Engineering, Technical and Inspection and Quantity Surveying service offerings to reduce potential risk to the Housing Consumers and the Warranty Fund by conducting technical and cost assessments on subsidy and non-subsidy enrolments.

The Individual will primarily be responsible for, but not limited to the following:

  •  Interpret business plan and develop a functional budget aimed at achieving the approved objectives (operational, capex and labour budgets)
  •  Oversee overall financial management, planning, systems and controls for the engineering section
  •  Management of business units’ budget in coordination with the Executive Manager: Engineering and Technical Services
  •  Implement and effectively manage the approved budgets, report variances and monitor the implementation of remedial actions to minimise impact
  •  Manage the day to day processing of accounts receivable and payable, producing reports as requested
  •  Reconcile monthly activities and assist in generating year-end reports
  •  Assist the Executive Manager: Engineering and Technical Services in creating an annual organizational budget and monitor cash flow
  •  Ensure the review of civil engineering solutions and/or geotechnical investigation carried out for Non-Subsidy & Subsidy Enrolments
  •  Ensure post-construction engineering assessment of subsidy and non-subsidy houses destined for enrolment with the NHBRC is conducted
  •  Ensure technical risk assessment concerning problematic soil conditions is conducted
  •  Ensure investigation and assess site soil classification details & provide civil engineering and or geotechnical reports featuring risk and other preventive measures are conducted
  •  Ensure that remedial specifications are conducted in line with prevailing subsoil conditions
  •  Ensure the support of NHBRC regional/ provincial offices in geotechnical assessment, soil classifications and guidance on the resolution of complaints
  •  Provide technical advice to staff as required
  •  Support NHBRC Legal with the prosecution of home builders
  •  Support NHBRC Inspectorate regarding the technical issues on site
  •  Training and presentation on technical
  •  Address technical queries from homebuilders and homeowners
  •  Adhere to National Building Regulation Standards Compliance
  •  Recommend suspension of defaulting homebuilders
  •  Initiate legal processes to ensure Compliance
  •  Ensure engineering support to legal practitioners in litigation
  •  Ensure engineering support to disciplinary hearings
  •  Ensure escalation of the transgressing competent persons to professional bodies for investigation  Ensure that all processes are followed and that evidence is sound to ensure successful litigation
  •  Identify and advise about possible strategies in your area of responsibility to mitigate risk for the NHBRC
  •  Provide contributions to the review and development of technical policies, procedures and guidelines
  •  Build client relations by demonstrating professionalism, a facilitative communication style, and constructive response to client needs
  •  Maintain positive interpersonal relationships with team members and others by demonstrating productivity, initiative, and flexibility
  •  Develop relationships with clients and stakeholders to promote NHBRC technical standards and requirements
  •  Provide relevant support to applicable stakeholders to ensure the achievement of objectives
  •  Advise external engineering consultants to ensure adherence to NHBRC procedures and National building regulations standards
  •  Present technical findings to stakeholders and industry technical committees
  •  Liaise with stakeholders and deal with queries as they arise
  •  Participate in meetings with professional bodies, committees and financial institutions
  •  Participate in meetings and workshops with municipalities and department of Human Settlements
  •  Communicating the NHBRC Inspectorate framework to all stakeholders in the NHBRC and monitoring its implementation
  •  Report on the activities of the Engineering Section to relevant stakeholders in line with requirements

MINIMUM REQUIREMENTS:

  •  Must hold a bachelor’s degree (NQF7) in Civil Engineering, specializing in Structural or Geotechnical Engineering
  •  Registered as a professional Engineer or professional Engineering Technologist – minimum 8 years.
  •  Ten (10) years’ experience in civil engineering, ideally having worked in a National Building Regulations environment
  •  Minimum five (5) years in supervisory or management role
