Description

  • This role requires specialized knowledge in licensing, nuclear safety, safeguards, and the transport of nuclear materials. The technician will work closely with the Section Head to ensure compliance with all regulatory requirements and to support the safe and efficient operation of the fuel plant.

Key Performance Areas: 

Support for Maintenance of Nuclear Installation License Compliance

  • Assist in implementing strategies for maintaining compliance with the Nuclear Installation License (NIL) under the guidance of the Section Head.
  • Participate in internal reviews and support external inspections by preparing required documentation and facilitating access to necessary areas within the fuel plant.
  • Attend training sessions on NIL requirements and assist in communicating these obligations to other staff members to ensure widespread understanding and adherence.

 Support for Maintenance of Safety Analysis Reports (SARs)

  • Contribute to the development and update of the Safety Analysis Reports by collecting data, documenting operational changes, and providing relevant information to the engineering and safety departments.
  • Support the quality assurance processes by performing routine checks and verifications to ensure the integrity of safety analyses and the effectiveness of safety systems.
  • Maintain records of updates and revisions to the SARs and assist in the communication of these changes to the relevant personnel within the fuel plant.

Support for Maintenance of Operating Technical Specifications (OTS)

  • Help document and maintain the Operating Technical Specifications (OTS) by gathering information from technical experts and updating the specifications as directed by the Section Head.
  • Aid in the review process of the OTS by compiling safety analysis results from analysts, feedback from operations and performance insights, ensuring updates reflect the latest operational and regulatory conditions.
  • Participate in training initiatives designed to educate staff on the OTS, emphasizing the importance of strict adherence to these specifications for safe plant operations, and ensuring that knowledge is consistently applied on the job.

 General Support Duties

  • Maintain up-to-date knowledge of all licensing requirements and changes to ensure technical support is provided in line with current standards.
  • Serve as a point of contact for technical queries related to NIL, SARs, and OTS within the technician team, facilitating effective communication between staff and management.
  • Ensure that all actions and support provided are documented in accordance with internal procedures and compliance regulations.
  • Collaborate with the Section Head and other technicians to identify potential areas for process improvement and contribute to problem-solving initiatives to enhance compliance and safety measures.

Nuclear Safety Support

Support for Maintenance of Nuclear Safety Processes

  • Assist in maintaining the schedule for review and maintenance of nuclear safety processes as established by the Section Head
  • Collect and organize data for safety process assessments, and participate in discussions with nuclear safety experts to suggest improvements.
  • Aid in the coordination and execution of training programs to ensure staff proficiency in nuclear safety procedures.

Support for Nuclear Safety Implementation in the Fuel Plant

  • Perform regular checks to uphold nuclear safety measures within the Fuel Plant.
  • Provide operational support by applying nuclear safety principles to day-to-day tasks and assisting others in understanding their importance.
  • Actively participate in safety initiatives and contribute to the promotion of a safety culture within the plant by facilitating open communication and reporting safety concerns.

Support for the Nuclear Safety Committee (NSC)

  • Support the NSC’s activities by preparing documentation, organizing meetings, and recording minutes and outcomes.
  • Help in gathering data and information for safety performance reviews and incident analysis.
  • Ensure that necessary resources and information are readily available for NSC members to fulfil their roles effectively.

Support for Engineering Change Proposals

  • Assist in the documentation and review process for engineering change proposals, ensuring that all proposals are in line with NSC safety and regulatory requirements.
  • Coordinate with engineering, maintenance, and safety teams to help implement approved changes, monitoring the integration to ensure no disruption to safety standards.
  • Be involved in creating reports and feedback for the NSC regarding the effectiveness and safety of implemented changes, aiding in the continuous improvement process.

 General Support Duties

  • Maintain comprehensive knowledge of nuclear safety policies, procedures, and regulatory requirements to provide informed support.
  • Contribute to the maintenance of a knowledge base for nuclear safety, including guidelines, procedures, and best practices.
  • Document all technical activities and interventions accurately for compliance tracking and performance evaluation.
  • Collaborate with the Section Head and other team members to identify potential safety improvements and participate in problem-solving initiatives.

Safeguards Support

Support for Safeguards Accounting

  • Assist in the operation and maintenance of the nuclear material accounting system by recording movements and locations of nuclear materials accurately.
  • Participate in the training sessions related to safeguards accounting to understand and follow the proper procedures for record maintenance.
  • Conduct regular checks and reconciliations of inventory to ensure accuracy and report any discrepancies to the Section Head promptly.

Support for Safeguards Inspections

  • Prepare for and assist during safeguards inspections by organizing necessary documentation and facilitating access to materials as required.
  • Support the inspection process by providing inspectors with the necessary resources and assistance while upholding security and confidentiality protocols.
  • Take part in post-inspection briefings to understand findings and assist in implementing measures to enhance safeguard procedures.

Support for Accurate Reporting

  • Collect and compile data for reporting to the IAEA and other bodies in accordance with the Non-Proliferation Treaty, Comprehensive Safeguards Agreement, and Additional Protocol requirements.
  • Verify the accuracy of information and ensure that reports are prepared and submitted within the specified deadlines.
  • Stay informed of changes in reporting standards and requirements and participate in related training to ensure continued compliance.

Transport of Nuclear Materials

 Support for Nuclear Material Imports and Exports

  • Assist in the development and implementation of the import and export management plan for nuclear materials.
  • Help coordinate regulatory authorities to facilitate the transfer of nuclear materials, ensuring compliance with all regulations.
  • Prepare and verify the accuracy and completeness of documentation required for the import and export of nuclear materials.

Support for DMRE Permit Management

  • Aid in the application and renewal process for DMRE permits, ensuring that all documentation is submitted accurately and on time.
  • Keep records of all permits, their expiry dates, and any associated conditions to ensure continuous compliance.
  • Remain informed about updates or changes in permit requirements and assist in disseminating this information within the organization.

Qualifications and Experience:

Education:

  • National Diploma in Nuclear Technology /Engineering/Physics.

Experience: 

  • At least 3 years of experience in a technical role within a nuclear environment.
  • Experience with nuclear safety, licensing, safeguards, or transport is highly desirable
