Mission/ Core purpose of the Job

Acting as a trusted advisor to the business, the General Manager for Enterprise Risk Management  is accountable for global Enterprise Risk Management standards, frameworks and solutions for Group Finco (including Opcos). The role is responsible for the leadership, innovation, governance, and management of a key area of the Business Risk Management structure. The role will be adding value to the business by identifying, evaluating, mitigating, and monitoring Group Finco’s operational and strategic risk, which will translate also in managing reputation.

The General Manager is responsible to perform an advisory, oversight, and integration function across the region on all risk management related aspects and manages, coordinates, and leads Group Finco Enterprise Risk team.

The GM is responsible to oversee and manage the following sub-functions

  • Internal Control
  • Enterprise Risk
  • Risk Analytics and Technology

Furthermore, the General Manager is responsible for ensuring the identification, assessment, management, control, and communication of risks to promote good governance and compliance culture within Group Finco

Strategy Development and Implementation

  • Lead the formulation of the Group Finco ERM strategy in line with the overarching business goals and ensure that Group Finco maintains and improves its leadership positioning and reputation
  • Lead the strategic risk management process through systematic risk identification, evaluation, mitigation, and treatment
  • Implement the ERM strategy and framework to effectively manage all strategic risk exposures (opportunity, hazard, uncertainty etc.) that pose business, its people, and assets threats
  • Define the standards and set targets for performance across various activities and identify the parameters for measurement of performance
  • Ensure effective implementation of functional strategy by means of providing direction, structure, business plans and support within Group Finco and to the Opcos

Staff & Leadership Management

  • Build and manage a high performing team by providing leadership, role clarity, training and career development
  • Build and manage a high-performance team
  • Continually develop a culture of strong collaboration and effective team working
  • Ensure open communication channels with staff and implement change management interventions where necessary
  • Provide definition of roles, responsibilities, individual goals and performance objectives for the team

  • Develop and implement a training plan in order to build and develop skills within the team
  • Encourage knowledge transfer through the implementation of a knowledge transfer plan and drive continuous improvement philosophy through the knowledge transfer plan
  • Performance manage resources in accordance with HR policy and legislation where necessary
  • Actively participate in leadership team and develop skills of own team
  • Promote a ïFinco centric’ and ïpartnership approach’ to develop strong relationships with other working groups and ensure adherence to Group governance

Operational Delivery

Functional Leadership:

  • As the functional leader of the Enterprise Risk vertical, the General Manager is accountable to:
  • Establish, monitor and align the direction, strategy and results of the Enterprise Risk vertical collectively and as individual work areas
  • Lead and drive an integrated solution development and problem-solving philosophy within the function
  • Monitor true-value metrics to measure the impact and benefit of the function to Group Finco
  • Drive continuous improvement across the function

Delivery Leadership:

  • As the delivery leader of the Enterprise Risk vertical , the General Manager is accountable for the following work area outcomes

Risk Management

  • Develop and continuously improve Group Finco’s Global Enterprise Risk Management Framework, which includes policies, methodologies, tools and practices. This framework needs to be aligned to best practices, legal and business requirements at Group and Opco level
  • Develop and continuously improve a robust ERM reporting and analysis framework across Group Finco in order to effectively monitor enterprise risk
  • Drive and oversee the overall implementation of the ERM framework and strategy, across all the Finco Opcos
  • Actively participate in tier 2 and 3 Audit Committee (as a representative of Group Finco Risk Management) to ensure the effective implementation of the ERM framework
  • Implementation of Risk management frameworks and guidelines in line with directives guidelines & frameworks issued by MTN Group Risk & Compliance
  • Develop and oversee best practice processes and procedures for all the applicable areas within ERM Function
  • Develop the training and communication materials, and to deliver the train-the-trainer programme, ensuring that the Shared Services team is equipped to roll out the training to the Opcos.
  • Develop KPIs for all Heads for Enterprise Risk (in Opco)
  • Ensure development & implementation of policies & procedures with regard to:
  • Internal Control
  • Enterprise Risk
  • Risk Analytics
  • Review & Oversee development policy and procedures universe that will be used as the base for development, enhancement, monitoring and oversight of policies and procedures
  • Analyse Regulatory trends and changes in standards and their impact on related company policies and procedures and ensure that the business is informed accordingly in order to proactively update internal policies and procedures for changes
  • Ensure relevance & effectiveness of existing policies and procedures, and work with business units to initiate enhancements as identified

  • Define strategies to mitigate risks, develop implementation plans and check their effectiveness
  • Drive continuous improvement on standardization of processes across Finco along with business units (who are the owners) leading to an improved internal control environment
  • Provide guidance to Opcos and ensure adherence and implementation of Group Defined Risk frameworks, policies and procedures
  • Work with Opcos to ensure Group defined risk monitoring activities, reporting and reviews are completed

Internal Control

  • Oversee and manage the development of internal controls adequate to Group Finco’s evolving risk landscape
  • Ensure effectiveness of existing policies and procedures, and work with business units to initiate enhancements as identified
  • Ensure continuous improvement on standardization of processes across Group Finco along with business units leading to an improved internal control environment
  • Review and oversee control review and adequacy frameworks and metrics
  • Drive adoption and implementation of all Internal Control frameworks, methodologies and processes by Opcos
  • Review implementation of key internal controls are defined, implemented, documented, assessed and monitored in conjunction with the identification of material risks
  • Review and provide feedback on the Internal Control strategy to prevent, detect, investigate and report on all control’s deviations
  • Ensure adequate and timely reporting on Internal Control framework and control deficiencies in line with requirements to ensure appropriate escalation and adequate action plans

Business Continuity Management

  • Responsible for coordinating activities within Fintech to achieve effective Business Resilience maturity in line with a desired business resilience target and roadmap
  • Review and oversee the development and implementation Business Continuity Management, Crisis Management and Security policies and facilitate approval from the Group Risk Committee
  • Ensure and drive the implementation all Business Continuity, Crisis Management and Security strategies
  • Review all Business Impact Analysis reports and provide feedback
  • Review the development, analysis, and preparation of specific BCM reports

Tactical

  • Review Risk projects initiated (internal or global)
  • Review and finalise objectives, targets, and budgets for the Enterprise Risk function as applicable
  • Review key risks, issues and dependencies and set mitigation actions
  • Sign-off / provide guidance on decisions regarding tactical changes

Performance

  • Define the standards and set targets for performance across the sub-functions and identify the parameters for measurement of performance
  • Monitor performance against business plans (i.e. business plan tracking) as well as alignment with Finco global strategy and industry best practices
  • Identify opportunities for improvement, and provide the necessary support to respective teams to take the corrective action needed to drive performance against business targets
  • Oversee business planning, forecasting and reforecasting

Reporting

  • Report on a periodic basis to CRO- Finco relating to progress made within the function and in accordance with the measurement metrics set by the organisation
  • Report on an ad hoc basis on specific projects, as required

Budgets

  • Develop and manage the functional budget in line with business objectives
  • Develop and manage project initiative budgets in line with business objectives
  • Ensure that the ñcost of operationsî is reduced, in line with a least cost operating strategy stemming from the business drivers
  • Ensure delivery of revenue and growth targets

Supervisory & Managerial Responsibilities

  • Continually develop a culture of strong collaboration and effective team working
  • Provide guidance and leadership ensuring future focus and current efficiency
  • Coach and mentor direct reports to ensure staff motivation is high
  • Ensure adequate succession planning & that succession plans are achieved
  • Set KPIs and provide regular performance feedback through a well-defined and implemented performance review program
  • Ensure the effective management of diversity among personnel in the division
  • Identify staff training and development needs and implement necessary actions
  • Manage team (including recruitment, on boarding, attrition)
  • Recruit and build a world class Enterprise Risk team
  • Set goals and objectives for direct reports, monitor progress, and maintain motivation
  • Set up appropriate structure to meet departmental management objectives

Job Requirements (Education, Experience and Competencies) (1/3)

Education:

  • 4-year Business Administration/ Engineering/ Finance (or related) Degree
  • Master’s in business administration/ relevant Master’s degree is advantageous
  • Professional qualification in Enterprise Risk Management
  • Hold ISO 27005 Risk management certification

Experience:

  • Minimum of 10 years post qualification experience in the banking industry or financial sector, plus 4 years of FinTech experience
  • At least 5 years working experience in senior Enterprise Risk Management positions within a multinational organisation
  • 4-5 years of Senior Management Experience
  • Working knowledge of International Risk and Compliance standards
  • Deep understanding of the Fintech ecosystem, players, business models and industry related best practices
  • In depth experience in Risk Management, Internal Audit or a similar function, working with internal control tools
  • Understanding emerging markets advantageous
  • Worked across diverse cultures and geographies
  • Pan Africa multi-cultural experience is advantageous
  • Entrepreneurial spirit, self-driven and ability to motivate a fast-paced team
  • Attitude of Innovation, inventiveness and thought leadership
  • Abreast of global mind-set and best practice
  • Willing and flexible to travel within Africa and Middle East
  • English speaker. French, Portuguese, Zulu, Swahili, and other African languages a plus
