MINIMUM REQUIREMENTS

  • NQF Level 8 qualification in Civil Engineering. 
  • Registered as a Pr. Engineer or Pr. Technologist with the Engineering Council of South Africa (ECSA). Candidate Engineers or Technicians will not be considered.
  • Minimum 15 years’ experience post qualiication. The relevant experience must have a focus on either road operations and project management maintenance or Intelligent Transport Systems (ITS) operations.
  • With 5 years’ experience in project delivery and contract management (FIDIC) of projects exceeding a budget of R500 million.
  • Minimum 5 years managerial and/or leadership experience in a collaborative environment and with multi-disciplinary teams.

TECHNICAL COMPETENCIES

  • Extensive knowledge of construction practices related to road works, as well as contract management. 
  • Extensive knowledge of relevant industry standards, specifications and legislation including CIDB, the SANRAL Act, and National Roads Act.
  • Knowledge and understanding of the Spatial Development Frameworks in South Africa including NSDF, PSDFs and MSDFs.
  • Knowledge and understanding of the latest technology for roads construction, contract management.
  • Knowledge and understanding of the relevant COTO Specifications and TRH/TMH guidelines.
  • Knowledge and understanding of the South African Pavement Engineering Manual (SAPEM).
  • Understanding of asset management standards and procedures and life cycle costing.

KEY RESPONSIBILITIES

Road Network Strategic Planning

  • Responsible for the development of the over-arching National Roads Plan, considering national/regional/cross-border requirements, to ensure adequate investment in future infrastructure and maintenance of the existing national road network
  • Responsible for the development of an integrated mobility strategy to promote efficient, safe, inclusive and integrated movement of people and goods through the seamless connection of various road user types, road networks, and transport modes.
  • Ensure the development of a network portfolio asset management strategy and the annual management and monitoring thereof, based on SANRAL’s road asset management policy and available funding.
  • Ensure implementation of National Road Network strategies and plans.
  • Lead discussions and decision-making to ensure the overall effectiveness and continuous improvement of the National Road Network.
  • Ensure the identification, prioritisation and scoping of projects for the National Road Network to enable preventative maintenance, strengthening, improvement and expansion of the National Road Network.
  • Facilitate discussions with other authorities impacted by projects e.g. Province/Municipalities/Eskom/Transnet/DMR/DEA.
  • Participates in the identification and prioritizing of projects using data from relevant management system (e.g. PMS/BMS/IMS/TMS) and personal knowledge.
  • Champion the Framework for Infrastructure Procurement and Delivery Management (FIPDM), including Gateway Reviews.
  • Based on requirements of a project, prepare annual budgets and proposed programs.

Development of Policies, Standards and Specifications

  • Manage the development and implementation of SANRAL’s policies, standards, specifications, and proforma procurement documentation nationally.
  • Responsible for the development of SANRAL’s manual of procedures (MoPs) in relation to area of control and ensuring that it is updated in SAP and IT IS.
  • Ensure approval of procedures by EXCO, and policies by the Board.
  • Ensure the implementation of identified quality management systems (QMS) including ISO 9001, 14001, 55001.

National oversight over Construction of Roads: Project and Contract Management

  • Proactively monitor the progress and management of all design projects nationally. Identify and investigate issues and areas of non-performance.
  • Ensure development and maintenance of travel demand, capacity, and traffic modelling (both national and regional), and that transport modelling forecasts are considered in Road Network plans.
  • Ensure annual Medium-Term Expenditure Framework submissions to National Treasury.
  • Ensure annual preparation and submission of 5-year rolling works programme budget to Board for approval.
  • Ensure annual valuation of road network assets for reporting in Annual Financial Statements.
  • Monitor the impact of the National Road Network on the environment and that environmental data is available to support future planning and design efforts.
  • Monitor execution of design projects in region according to SANRAL’s strategic objectives and plans.
  • Ensure effective management of SANRAL’s property portfolio.
  • Interact and ensure data upload and integrity on SANRAL’s Integrated Transport Information System (ITIS) and South African Road Design System (SARDS.
