  • The City of Cape Town is seeking a dynamic, strategic, and service-oriented leader to head the Centralised Recruitment Office (CRO) within the Public Empowerment and Development
  • Department. This position plays key role in overseeing the integrity, performance, and compliance of the City’s jobseeker recruitment processes and supports transversal delivery across departments in line with National Expanded Public Works Programme (EPWP) guidelines, the EPWP Policies and the municipal Systems Act regulations.
  • BTech Degree in Public Administration, Social Sciences, Development, Economic development or studies or related fields
  • 5 – 8 years’ relevant experience in programme coordination, with at least 3 years in a strategic role
  • Excellent analytical, planning and performance-monitoring skills.
  • Demonstrated experience in managing complex programmes, community engagement, and interdepartmental coordination.
  • Strong understanding of the EPWP regulations, Municipal Finance Management Act (MFMA), Municipal Systems Act (particularly Section 66), and national policy directives relating to the Expanded Public Works Programme.
  • Advanced proficiency in Microsoft Office and SAP.
  • Proven ability to lead teams, manage change, and influence across departments.
  • A valid Code 08 driver’s licence.

Key Performance Areas

  • Lead the development, implementation, and continuous improvement of centralised EPWP recruitment systems in alignment with EPWP Phase objectives, the JSDB Policy, and City compliance standards.
  • Build and manage effective relationships with internal directorates, Sub councils, political structures (e.g. MAYCO, Mayor’s Office), and external stakeholders to support jobseeker registration, verification, and project execution.
  • Oversee and quality-assure the full randomisation and pre- randomisation process, jobseeker vetting protocols (e.g. jobseeker ID validation, SCM Vetting, criminal vetting, substance abuse vetting and exclusion report checks), and community engagement logistics.
  • Ensure the effective administration, security, and reporting of the Jobseeker Database (JSDB), including the Walk-in Centre and EPWP Helpdesk functions.
  • Monitor recruitment trends, generate strategic insights, and present regular reports to PED leadership and governance structures.
  • Manage the coordination of the EPWP Jobseeker Database.
  • Ensure full compliance with MFMA and SCM policies in managing CRO budgets, procurement, and expenditure. registration drives/ initiatives in collaboration with Sub councils.
  • Lead, mentor, and manage CRO staff to drive a culture of accountability, learning, and innovation.
