Tasks:
- Manage, organise, plan and lead all Health, Safety and Environmental compliance on-site on behalf of Nordex Energy South Africa
- Manage all HSE Officers’ work output for the project.
- Liaise with the client on HSE matters and attend client meetings.
- Attend meetings with Construction Manager and Project Manager
- Manage the compilation of daily, weekly and monthly HSE stats reports to the relevant stakeholders.
- Manage and oversee incident investigation on-site.
- Liaise with the Department of Employment and Labour when DoEL visits the site or requests information.
- Oversee site inspections and audits from the Client HSE Agent and various Governmental Departments
- Manage employees (HSE Officers) under his or her control, for example, work planning, leave applications, disciplinary hearings etc.
- Compile the Health and Safety Plan on behalf of NESA for the approval and acceptance of the Health and Safety File by the Client
- Ensure that each Contractor appointed by Nordex has a signed 37.2 Agreement and a CR 7(1)(c)(v) appointment before the commencement of work.
- Ensure that Nordex, as well as all Contractors and Sub-Contractors, are in Good Standing with the Workman’s Compensation Fund
- Ensure that all Legal Appointments and competencies are in place and signed before acceptance of the Health and Safety File
- Ensure that all Contractors and Subcontractors coming onto the site have an approved Health and Safety Plan and an accepted Health and Safety File before work commences.
- Report any non-compliant Contractors and Sub-Contractors to the Project manager and Construction Manager as well as the country’s Head of QHSE.
- Ensure that each person coming onto the site has a valid Certificate of Fitness (COF) issued by the Registered Occupation Health/Medical Practitioner
- Ensure that each person coming onto the site has completed the Site-Specific Induction Training before the commencement of work.
- Perform daily inspections of the work areas and immediately stop and report any unsafe acts or unsafe working practices.
- Assist in and evaluate the effectiveness of Fire and Emergency drills.
- Audit all Contractor Health and Safety Files monthly and prepare an audit report. Report to be shared with Construction Manager, Project Manager, Country’s head of QHSE, Contractor’s Health and Safety Officer/Manager, as well as the Contractor’s Construction- and Project Manager
- Where necessary, audit Subcontractors appointed by Contractors to ensure compliance.
- Report on all incidents on site via the approved Flash Report. This will include near misses with the potential for serious harm.
- Assist the respective disciplines with Risk Assessments and Method Statements
- Ensure that all applicable check sheets and registers are updated weekly and monthly, as required.
- Ensure that Toolbox Talks are conducted by Supervisors and Managers weekly.
- Ensure that the supervisor/manager completes Daily Safe Task Instructions (DSTIs) for each task involving the whole workgroup.
- Compile a monthly Health and Safety Report in the approved format. Ensure that all the information in this report is correct before submission.
- Ensure and chair a weekly Health and Safety meeting with the Contractors and sub-contractors Site Health and Safety Officers / Managers. This meeting will include but is not limited to the activities and preventive measures for the next week. These meetings must be formally minute and distributed to all interested parties.
- Ensure the Nordex Construction Manager conducts a monthly Health and Safety Meeting with all Health and Safety Representative / Contractor Health and Safety Representatives. The meeting will be minute and distributed to all interested parties, including but not limited to All present
- Track all minutes in an action plan to ensure that actions/mitigations are implemented. If not completed within the agreed timeline in the action plan, a Non-Conformance must be raised.
- Ensure all old/used documentation is scanned, appropriately numbered, and saved on the network.
- Monitor safety files according to project completions & archive all completed documents from completed projects.
- Ensure that Personal Protective Equipment are used as identified in Risk Assessments and DSTIs
- Attend and participate in monthly Health, Safety and Environmental Meetings with the country’s head of QHSE
Job competencies:
- Suitable health and safety qualifications, i.e., a bachelor’s degree and diploma in health and safety would be an advantage.
- Registered and in good standing with the South African Council for the Project and Construction Management Professions (SACPCMP) as a Construction Health and Safety Manager
- At all times, comply with the Code of Conduct of the SACPCMP
- In-depth knowledge of the Occupational Health and Safety Act (OHS Act) No 85 of 1993 and applicable Regulations.
- Experience in Risk Assessments and Incident Investigation
- Experience in Training and Educating employees on HSE matters.
- PC literate in Microsoft Word, Excel, PowerPoint, and Outlook
- Strong administrative skills
- Must be flexible in working hours.
- Strong supervisory and leadership skill
- Excellent communication skills (verbal & written)
- Ability to work under pressure.
- Solid administration and organisational skills
- Ability to work independently as well as within a team.
- Excellent problem-solving and negotiating skills.
- Positive personality with the ability to be proactive.
- Minimum 5 (five) years of experience as an onsite Health and Safety Manager in the construction sites.
- Experience in the wind industry would be an advantage!
