Tasks:
- Assist the Construction Health, Safety and Environmental Manager with the compilation, approval and/or acceptance of the Health and Safety File by the Client
- Ensure that each Contractor appointed by NESA have a signed 37.2 Agreement as well as a CR 7(1)(c)(v) appointment prior to commencement of work
- Ensure that NESA, as well as all Contractors and Sub-Contractors are in Good Standing with the Workman’s Compensation Fund
- Ensure that all Legal Appointments and competencies are in place and signed, prior to acceptance of Health and Safety File
- Ensure that all Contractors and Sub-Contractor coming onto site has an approved Health and Safety Plan as well as an accepted Health and Safety File prior to commencement of work
- Report any non-compliance from NESA, Contractors and Sub-Contractors to the Construction Manager, Site HSE Lead and Site HSE Manager as well as the Environmental Manager
- Ensure that each person coming onto site has a valid Certificate of Fitness (COF) issued by the Registered Occupation Health/Medical Practitioner in the form of an Annexure 3
- Ensure that each person coming onto site has completed the Site-Specific Induction Training, prior to commencement of work
- Perform daily inspections of the work areas and immediately stop and report any unsafe act or unsafe working practices.
- Submit a daily report of your inspection to your site HSE Manager before the end of the shift, or by 7:30am the next morning
- Assist in and evaluate the effectiveness of Fire and Emergency drills (at least once every 3 months or as per Client Requirements)
- Audit all Contractor Health and Safety Files on a monthly basis and prepare an audit report. Report to be shared with site HSE Manager site HSE lead and Environmental Manager for distribution
- Where necessary, audit Sub-Contractors appointed by Contractors in order to ensure compliance
- Report on all incidents on site via the approved Flash Report. This will include, near misses with the potential of serious harm.
- Ensure that these incidents are captured and closed out on the Nordex HSE Case Management System
- Assist the respective disciplines with Risk Assessments and Method Statements
- Ensure that all applicable check sheets and registers are updated on a weekly and monthly basis, as required
- Ensure that Toolbox Talks are conducted by Supervisors and/or Managers on a weekly basis
- Ensure that Daily Safe Task Instructions (DSTI’s) are completed by the Supervisor / Manager, involving the whole work group, and for each task. Ensure that no task will commence without the DSTI / JSA in place and signed by all participating personnel
- Where required by the site HSE Manager, compile a weekly Health and Safety Report in the approved format. Ensure that all the information in this report is correct before submission.
- Where required by the site HSE Manager, ensure and chair a weekly Health and Safety meeting with the NESA, Contractors and Sub-Contractor’s Site Health and Safety Officers / Managers. This meeting will include but are not limited to the activities and precautionary measures for the next / following week. These meetings must be formally minuted and distributed to all interested parties.
- Ensure that the NESA Construction Manager conduct a monthly Health and Safety Committee Meeting with all Health and Safety Representative / Contractor Health and Safety Representatives.
The meeting will be minuted and distributed to all interested parties, including but not limited to:
- All present
- Project Manager
- Health, Safety and Environmental Manager
- Head of QHSE South Africa
All other interested parties
- Track all minutes in order to ensure that actions are implemented. In the case where actions are not completed within the agreed timeline, a Non-Conformance must be raised.
- Ensure that all reports documentation is scanned, number properly and saved on the network
- Monitor safety files according to project completions & archive all completed documents from completed projects
- Ensure that Personal Protective Equipment are used as identified in Risk Assessments and DSTI’s (JSA)
Career / Job Experience:
- Applicable Training and Qualifications
- Registered and in good standing with the South African Council for the Project and Construction Management Professions (SACPCMP) as a Construction Health and Safety Officer
- At all times comply with the Code of Conduct of NESA and the SACPCMP
- Ability to stand ground with non-compliance / non-complying persons, Supervisors and/or Managers
- Strong administrative skills
- Must be flexible in working hours
- Strong supervisory and leadership skill
- Excellent communication skills (verbal & written)

Education and Qualifications:
- SACPCMP – CHSO with 3-5 years’ experience in construction.
- In-depth knowledge of the Occupational Health and Safety Act (OHS Act) No 85 of 1993 as well as applicable Regulations
- Experience and training in Risk Assessments and Incident Investigation
- PC literate in Microsoft Word, Excel, Power Point, Outlook
