Minimum requirements for the role:
- Must have a Bachelor’s degree and relevant HSE qualifications
- ISO Accredited Auditor for standards 45001, 14001, and 9001 is advantageous
- Minimum 3-5 years’ experience in a chemical manufacturing environment
- Extensive knowledge and awareness of the OHSA and applicable legislation in HSEQ, including Process Safety and Major Accident Hazards is essential
- Must have experience with HSE and Quality management systems in a chemical manufacturing environment
- Knowledge of Formulation, Filling, and Packing Manufacturing processes is essential
- Knowledge of Cross Contamination Prevention Management is advantageous
- Must have experience with risk management processes, including Hazops, PRAs, and WRA’s
- Ability to understand the complexities of operating in a global organisation and matrix reporting environment
- Familiarity with the principles and concepts of Lean Manufacturing
- Experience in a production and processing environment where HSEQ is critical and non-negotiable, with proactive HSE standard setting in a manufacturing setting
- Experience in developing, implementing, and managing HSE&Q systems and programs, financial budgeting, processes, influences, and cost controls, as well as laboratory management
- Skilled in developing and implementing department-specific systems, RCA, FMEA, Hazop, and PRA processes
- Familiarity with Continuous Improvement tools like Fishbone, 5 Whys, and DMAIC
- Experience in Line Management of multifunctional teams
The successful candidate will be responsible for:
- Driving HSE occupational and process safety activities as per standards, legal requirements, good practices, procedures, internal rules, and controls to ensure one’s own safety and the safety of others as part of daily activities.
- Quantifying risks, managing them, and implementing mitigation measures, particularly owning the Process Risk Assessments (PRA) and Workplace Risk Assessments (WRA), as well as Root Cause Investigations (RCA) for all production areas, facilities, and actions.
- Identifying hazards and ensuring controls are implemented before commencing any task and ensuring proficiency before undertaking the task.
- Carrying out all lawful instructions prescribed by the employer or authorised person regarding health, safety, and environmental activities.
- Wearing the prescribed safety clothing or using the prescribed safety equipment where required and ensuring this is applied across the site.
- Reporting incidents, unsafe, or unhealthy conditions to the employer or health and safety representative as soon as possible.
- Acting as OHSA 16.2 and/or 8.2.i appointee.
- Acting as OHSA GMR 2.1 appointee.
- Producing products as per the company’s Codes of Practice, legal requirements, and industry practices, ensuring customer-focused products.
- Taking all necessary steps to prevent residual impurity incidents.
- Leading, managing, and implementing the departmental functional strategy within the site to ensure legal and internal compliance, maintain a sustainable high-level HSE&Q performance, and integrate HSE&Q considerations within all existing and new operations and activities.
- Managing daily activities, including compiling, measuring, monitoring, and controlling departmental objectives, resources, plans, and performance targets.
- Ensuring appropriate KPI reporting of agreed HSE&Q metrics, updating system records, and timely reporting of any HSE&Q incidents.
- Developing applicable departmental documentation, including but not limited to Standard Operating Procedures, Work Instructions, Procedures, reports, plans, strategies, objectives, and presentations, ensuring compliance with Site and company global requirements, local legislation, ISO/Integrated Management System (IMS) methodologies, and best practices.
- Managing fixed, variable, and capital cost performance in line with agreed budgets and targets.
- Initiating, contributing to, facilitating, and executing projects (including capital projects) to achieve medium and long-term production objectives and strategic needs.
- Cooperating closely with fellow departmental managers to align site activities to “One Team, One Plan” and contributing to the site plan, supporting its implementation through proactive participation in the Site Leadership team.
- Actively participating in all nominated network forums.
- Acting as Chairperson of the site HSE Committee.
- Leading and managing the internal audit process within the HSEQ and IMS functions.
- Planning, maintaining, improving, and driving the HSE&Q Management Systems and site activities, ensuring the systems are effective, add value to the business, and comply with Global and Local HSE&Q standards and policies.
- Managing the department, personnel, facilities, resources, and finances (budget), including the waste treatment plant, Occupational Health & Safety clinic, and on-site laboratory.
- Ensuring that process, product, and organizational changes are effectively managed and conform to requirements, ensuring changes meet design intent and achieve site strategy, including following MOC, NPI, and PPCR processes.
- Reviewing and advising on formulation recipes and issuing instructions when necessary to ensure HSE&Q requirements are consistently met.
- Dealing with and managing external stakeholders and organizations on matters pertaining to HSE&Q, including Government Officers, Global HSE&Q Function Leads, and local Registration authorities, ensuring all activities are compliant with local registration.
- Implementing and maintaining the relevant accreditation of the lab and quality procedures.
- Managing recruitment, coaching, and developing personnel using the company’s Talent Framework process, identifying individual training needs and plans, and leading the team in achieving performance objectives to ultimately achieve the site and business strategy, building personnel capacity and capability.
- Driving and facilitating the Formulation Fill & Pack Continuous Improvement activities and capability building.
- Operating within the ambit of company policies, procedures, and values, in line with the company’s Code of Conduct.
- Cooperating closely with fellow departmental managers to align site activities to “One Team, One Plan” and contributing to the site plan, supporting its implementation through proactive participation in the Site Leadership team.
