Purpose of the position:

  • The M&E Manager is responsible for strategic leadership, governance, and oversight of the SR M&E system, ensuring that programme data captured through DHIS2 using the MobiEMR application are fit for purpose, compliant with Global Fund standards, and used to inform programme performance and decision-making

Minimum Requirements    

  • Matric Certificate
  • Bachelor’s degree in: Monitoring & Evaluation, Public Health, Social Sciences, Statistics, Information Systems or a related field
  • Postgraduate qualification in M&E, Public Health, or Data Science would be desirable
  • Minimum of 7 years’ relevant experience in Monitoring & Evaluation leadership, Health or HIV programme data systems or DHIS2-based reporting environments, of which 5 years should be in management
  • Formal training in DHIS2 administration or analytics and experience working on Global Fund-supported programmes would be advantageous
  • Ability to interpret complex datasets and identify systemic risks
  • Strong report review and quality assurance skills
  • Valid Driver’s License essential
  • Clear criminal record
  • Ability to travel when required

Duties and Responsibilities    

  • Robust M&E and Data Quality Assurance (DQA) systems are in place
  • Lead the design, implementation, and maintenance of the SR M&E & DQA system.
  • Ensure alignment of the SR M&E and DQA Plan with the overarching AGYW Programme M&E Plan and Global Fund requirements.
  • Approve M&E SOPs, tools, and data flows.
  • Ensure compliance with POPIA and data confidentiality standards
  • Provide strategic oversight of routine data quality assurance processes
  • Oversee SR use of DHIS2 and MobiEMR for programme data capture and reporting.
  • Ensure user access controls, device management, and audit trails are properly implemented
  • Lead routine data review and reflection sessions with programme and clinical teams.
  • Ensure data are analysed, interpreted, and translated into programme decisions
  • Provide final review and approval of programme reports before submission to the PR.
  • Ensure reported data are accurate, complete, consistent, and traceable to DHIS2
  • Provide technical supervision to M&E Officers
  • Identify capacity gaps and oversee implementation of training plans
