Requirements:

  • Bachelors in Accounting or Business related field.(NQF Level 6) or equivalent experience in payroll and benefits preferred.
  • 3 – 5 years of related multi-state payroll experience utilising SAGE (Sage 300 and ESS). 

Competencies:

  •     MS Office on intermediate level
  • Knowledge on Sage 300, ESS

Duties:

Remuneration, Policy and Procedure

  • Develop the Remuneration policy and a total Reward strategy.
  • Manage the implementation of the approved Remuneration policy and procedures.
  • Develop, implement, and manage legal complaint remuneration and benefits practices, processes, and systems.
  • Builds capacity within Human Capital and management team regarding remuneration and benefits.
  • Ensure consistency in the application of remuneration and benefits policies, practices, and systems throughout the organization.
  • Provide information and update both management and employees on company benefits, policies, and procedures.
  • Timeous advising on policy and strategy-related changes and issues through the Employee Benefits Committee.

Organizational structure and compensation budget

  • Implement and manage job grading structure on the payroll system.
  • Update and maintain organizational structure and headcount reports.
  • Ensuring that salary details for each position are accurately downloaded as per the approved organizational structure and approved salary scales. This entails a constant check of data and maintaining tables on the SAGE system and altering the program as needs change. Ensures correct data capturing of new codes and ensuring job matching has been captured accurately.
  • Coordinate with Human capital personnel on the timely and accurate updating of employee master file changes. 
  • Compile MTEF projections for compensation of employees through costing of the establishment and manage the changes of personnel on a monthly and advise the relevant stakeholders accordingly.
  • Undertake benchmarking exercises and assignments in remuneration and benefits practices and annual salary reviews.
  • Prepare and submit reports on remuneration and benefits benchmarking exercises and other assignments as required.
  • Research and develop pay structures based on practices; and develop a business case for change where deemed necessary;

Payroll Management

  • Maintain effective and efficient relationships with external service providers to improve operating efficiencies.
  • Manage the payroll function and human resources administration as per the required standards.
  • Develop and manage effective payroll management procedures and systems.
  • Manage payroll processes, salary reviews, and incentive schemes.
  • Accountable for the integrity of data on the HR information management system.
  • Continuous maintenance of HR information management system.
  • Enter and review the weekly, bi-weekly, or monthly payroll time data, employee maintenance, tax information, and new hire and terminated employee processing. 
  • Review and import hours from the time and attendance system, entering tax and direct deposit information, administering regulatory requirements, e.g., adjustments to pay as necessary. 
  • Manage Benefits, including orientation, timely enrolment/termination, and verifying monthly invoices.
  • Coordinate with Supervisors/Managers to ensure timely and accurate reporting of hours to be paid in line with the Time & Attendance System. 
  • Manage interfaces between Time and Attendance and Sage systems. 
  • Prepare and issue manual checks as required. 
  • Prepare required monthly, quarterly, and annual reports. 
  • Execute and audit payroll system outbound interfaces to be sent to third parties.
  • Write and run reports as required using SAGE Reporting. 

Tax Mid-Year and Year End Reconciliation

  • Preparing Electronic tax certificates, IRP 5 and ET3’s and export file for Finance Unit to load on Easy file

Salary Review Process

  • Manager the salary review process under the leadership of the Human Capital Manager.
  • Prepare schedules for payroll upload and staff letters
  • Prepare reports, Statistics, graphs and cost analysis. 

Management of HR Integrated Information Systems

  • Effectively implement HRIS to satisfy the needs of the organisation.
  • Create monthly, quarterly, annual and post-activity reports.
  • Effectively manage and support staff

Mentoring and training

  • Provide job trainings and mentor team members as needed
  • Provide tax law advise and ensure all employees taxation has been recalculated in line with SARS guidelines

Human Resource Business Partnership

  • Partnering with specific aligned Programme on all HR needs and requirements, including recruitment, selection, statistical reporting, leave management, time and attendance, employee wellness etc.
  • Reporting on a monthly basis on HRBP role and responsibilities.
