Description

  • Draw up a Clear District Operations/Implementation Plan that aligns allocated Targets to available resources.
  • Create linkages with other HTS Implementing Partners to strengthen referral networks and successful linkages.
  • Participate in DOH DMT meetings and Reviews to analyse Circumcision related indicators and ensure that data generated appears on DHIS.
  • Create Data verification platforms between RTC and its Key Stakeholders.
  • Ensure correct Supply Chain Management systems are in place and complies with RTC SCM policies.
  • Procure adequate surgical sundries, IEC materials and VMMC kits in line with Allocated target and budget.
  • Ensure efficient Fleet Management in the district and that all RTC vehicle policies are known and adhered to.
  • Ensure Time and Attendance of all project staff is correctly monitored and adequately managed.
  • Represent RTC program objectives to all district stakeholders and ensure that timely reporting is adhered to.
  • Analyse project output weekly, monthly and quarterly to ensure that it is well aligned with Project Object and give clear account thereof.
  • Procure all source documents that are utilised by project staff.
  • Create a district training plan to address training needs and develop project staff capacity.
  • Evaluate adherence to Infection Prevention and Control Standard by conducting periodic visits to Service Delivery Points.
  • Monitor district follow-up rate and ensure continuous
  •  improvement as per program objectives. 
  • Monitor Supply Chain Management processes and Procurement processes to ensure compliance with RTC policies.
  • Measure Emergency Management/Referral outcomes to ensure appropriate care support is given to clients. 
  • Compile and submit standardised progress report of the district weekly to line Manager.
  • Compile weekly, monthly and Quarterly Reports for District Partners and Stakeholders.
  • Ensure all follow-up source documents are reviewed for completeness and outcome management.
  • Review all referrals with HTS partners to ensure successful linkages.
  • Ensure that all Registers are reviewed and prepared for Department of Health quarterly submissions. 
  • Create a Roving schedule for both advocacy, demand creation and service delivery work for the district.
  • Conduct continuous staff appraisal and development to increase capacity and project outcomes.
  • Identify training needs of staff and create training plan to address these needs.
  • Ensure management of staff Time and Attendance policy.
  • Supervise all clinical staff and ensure adherence to VMMC SAG/WHO standards.
  • Mentor and supervise project staff and ensure correct induction and knowledge of RTC policies.
  • Create and manage locum data base, and staff as per the needs of the program.
  • Coordinate staff in-service Training.
  • Coordinate with Human Resource department for development of staff and impartial disciplinary processes. 

Requirements

Required Minimum Qualifications

  • Health-related Degree/Diploma in Nursing (General, Community, Psychiatry) and Midwifery, or equivalent and Certificate HIV Project/Program Management.

Desirable Qualifications

  • Health-related Degree/Diploma in Nursing (General, Community, Psychiatry) and Midwifery, and Diploma in Project Management/ Diploma in HIV Management

Required Minimum Experience

  • Two years’ experience in the related Field/Position

Desirable Experience

  • Two years NGO working experience at management or supervisory level, Clear understanding of DOH District Structures, in possession of Post -graduate qualification
