KEY RESPONSIBILITIES

  • Directly manage all commercial aspects of CAPEX Projects. Assist Line Management in developing and implementing policies, procedures, and guidelines for CAPEX Contract administration in line with latest MFMA, PFMA and JW SCM policies.
  • Assist in aligning the quantity surveying aspects of contract management with those of other units within CAPEX. Manage contractors and project implementation in liaison with line management. Assist in management of procurement processes for all CAPEX contracts. Manage all risks associated with Capital projects. Manage the quality of Tender/Bid Documents prepared by PMU/ESU and outsourced Service providers. Assist Chief Quantity Surveyor. Provide key monitoring and evaluation techniques.
  • Assist the Contracts Management Unit through proactive planning. Plan and direct employee development, performance management processes and programmes. Develop appropriate procedures to provide sustainable Capital Investment and infrastructure development. Develop procedures for monitoring and evaluation of Contractors and professional Service providers including PMU and ESU. Administer the CAPEX Contracts Management dashboard.
  • Compile reports and statistics as per EXCO and Shareholder requests. Utilize the latest Quantity Surveying information technology and techniques to ensure that there is value for money on all CAPEX projects. Manage the procurement process of Capital and Operation projects within the CAPEX environment and participate in BSC/BEC/BAC committees. Review project costing plans.

JOB REQUIREMENTS: ESSENTIAL QUALIFICATIONS AND EXPERIENCE

  • Bachelor’s degree in quantity surveying
  • Registered as a Professional Quantity Surveyor
  • Minimum 10 years relevant experience in Quantity Surveying work on infrastructure projects.
  • Experience in Supply Chain Management and understanding of MFMA/PFMA.
  • Knowledge and experience in NEC/JBCC/FIDIC/GCC
  • Valid drivers license
