Key Outputs: 

The successful candidate will report to the Senior Manager: Regulatory  & Legislative Drafting and their responsibilities will include: 

  • Provide legal guidance to Council (incl. Council committees) in executing their functions in terms of the ICASA Act 
  • Provide legal advice to Council, CEO, COO, EXCO/OPCO and Regulatory divisions on regulatory matters
  • Draft regulations and regulatory documents/notices 
  • Monitor and provide input, where necessary, regarding draft legislation that may have an impact on ICASA ‘s mandate 
  • Represent ICASA at national & international meetings and forums 
  • Perform Compliance and Risk Management functions 
  • Draft Memorandums of Understanding (MoU) with local and international regulatory authorities (incl. International bilateral agreements) 
  • Conduct training, workshops or presentations on topical regulatory legal matters.

Qualifications and Experience: 

  • Honours/ 4year degree in Law (NQF Level 8) 
  • Admitted attorney/ advocate 
  • Minimum 4 years practicing as an attorney, advocate and/or legal specialist; alternatively minimum 2 years practicing as an attorney, advocate and/or legal specialist and not less than 2 years’ experience in ICT regulatory 
  • Experience with handling litigation and drafting contracts/legislation 
  • Solid regulatory/ICT acumen (distinct/added advantage)
