Requirements:
- A National Diploma or bachelor’s degree in Financial Management.
- Three (3) to five (5) years of experience in financial management (accounts payable, salary administration, and general ledger).
- A valid and unexpired driver’s licence will serve as an added advantage.
- Knowledge and understanding of financial legislation, policies, practices, and procedures.
- Familiarity with financial prescripts and systems such as PFMA, Treasury Regulations, PERSAL, Basic Accounting System (SAP), LOGIS, and data analysis.
- Experience in administrative and clerical procedures and systems.
- Understanding of departmental policies and procedures, and the framework for managing performance information.
- Computer literacy (MS Word, Excel, PowerPoint).
Duties
- Provide financial administration support for entity maintenance on SAP.
- Manage revenue collection for the area office.
- Handle audit queries and follow up on bad debt.
- Manage payments in the suspension account and handle various financial inquiries.
- Consolidate, capture, and balance budgets for the scheme, salary administration, and payroll.
- Analyse budget expenditure and monitor O&M and CAPEX project budgets.
- Consolidate and analyse accounting reports, and provide weekly and monthly expenditure reports.
- Provide budgets to management and cost centre managers.
- Ensure effective payroll management and compliance checks for SCM documents before purchase order creation.
- Ensure proper safekeeping of all financial records and face-value documents through efficient filing systems.
- Perform ledger and suspense account clearing, and ensure reconciliation of the area office accounts.
- Verify and certify all finance-related transactions for accuracy and compliance.
- Assist the Assistant Director in preparing credible and reliable inputs for monthly and adjustment budgets.
- Apply management accounting techniques to analyse, project, and report on expenses.
- Verify and capture journals on SAP, and draw SAP reports (expenditure control, commitments, and detailed reports) when required.
- Produce daily budget and expenditure monitoring reports, including for infrastructure programmes and grants.
- Conduct departmental expenditure trend analysis to ensure alignment with approved budgets and cash flow projections.
- Detect and correct accounting errors, including expenditure misallocations and misclassifications.
- Supervise and manage employee performance in line with departmental policies and procedures.
- Note: Candidates will be required to complete both a practical and theoretical test.
