About the Role

This high-RPM fiscal role manages public health expenditure data and ensures 100% compliance with the PFMA and provincial treasury standards. Utilizing SAP for financial orchestration and Oracle for resource management, the officer reduces operational risk in hospital budgetary allocation. Their leadership leverages data-driven financial diagnostics to optimize procurement efficiency and ensures the ethical integrity of the department’s regional operations.

  • Appropriate 3-year National diploma or degree.
  • Appropriate experience in Financial Management. Appropriate supervisory experience. Appropriate experience in completing and analysing BMI’s. Appropriate experience in expenditure control.
  • Effective and efficient support to the ASD to manage the Budgetary Function Equitable Share, Conditional Grants and Donor Funding. Effective support to the management of the accounting function Budget and expenditure against the applicable expenditure Equitable Share, Conditional Grants and Donor Funds. In-Year Monitoring and Reporting for Conditional Grants. Monitoring and Evaluation. Effective and efficient support to the ASD in the Internal Control function within the Equitable Share, Conditional Grants & Donor funding. Effective support to the ASD in the management of Human Resources in the component.
  • No payment of any kind is required when applying for this post. The pool of applicants may be considered for other vacant Senior Administrative Officer: Finance posts within the Chief Director Emergency & Clinical Services Support, for a period of 3 months from date of advert. Candidates will be subjected to a written/practical and oral assessment.
  • Organisational, managerial, leadership skills and an aptitude for working with financial figures. Strong people management and supervisory skills, ability to work in a team context and motivate team members.
  • Computer literacy Microsoft Package Knowledge of PFMA, Finance instructions, Provincial and National Treasury regulations, as well as Accounting Officer System and Project Management. Interpretation Policies, Formal Training, Economic, financial analysis, Legal Administration and Strategic Planning.
  • Willingness to travel. Valid drivers’ license.
  • R 397 116 – R 467 790 per annum Annual salary plus service benefits (13th cheque, employer’s contribution to the pension fund, housing and medical aid allowance).

Career Growth & Education

A Bachelor’s degree in Accounting, Public Finance, or Public Administration is mandatory, with growth supported by pursuing an Honors degree or professional CIMA designation. Career progression leads toward Finance Manager or Director roles within the provincial government structure. Participating in bootcamps for digital auditing and public sector leadership provides a pathway to senior executive positions in national government departments.
