Description
- To ensure proper maintenance of a personnel licensing system that meets the requirements of ICAO Annex. To ensure existence of structured, comprehensive and effective systems with adequately qualified and competent resources to undertake certification/approval and conduct continuous oversight functions of PEL activities
Legislative Responsibilities
- The development of all regulations, technical standards, theoretical and practical training standards, theoretical knowledge examinations and practical skill test standards for aircrew licenses as defined in ICAO Annex 1 including Cabin Crew Licenses
- The approval of foreign training organizations for the issuance of aircraft type ratings for SA license holders.
- The approval and oversight of Part 141 training organizations and training curricula.
- The certification, approval and oversight of flight simulation training devices,
Monitor for ICAO compliance.
- Identify shortcomings and rectify through industry consultation/review.
- Educate industry and provide consultation services to create awareness for industry feedback.
- The appointment and oversight of designated flight examiners, designated cabin safety examiners, radio telephony examiners and English language proficiency examiners,
- The oversight of flight instructors and cabin safety instructors;
- The management of the technical and legal considerations and the administration for the issuance of personnel licenses in line with legal requirements and SACAA’s vision and objectives.
- Manage the system for the processing and verification of licenses issued under the CAR.
- Review and investigate implications of all deviations from legal requirements with respect to licensing and advise the Director with respect to the least risk option available to protect the SACAA against potential liability.
- Investigate courses of action with respect to non-compliances identified and take decisions concerning enforcement action in accordance with SACAA policy.
- Ensure the development of policies and strategies to ensure that licenses are processed in compliance with legal and other requirements.
- Establish sufficient control mechanisms to ensure segregation of duties.
- Monitor the quality and service delivery of the licensing administration processes and procedures and implement improvements when required
- The approval and oversight of examination Centre’s and the administration of online and written examinations. Ensure the effective and correct admin of aviation examinations i.a.w. the SACAA Regulations and internal company policy and standards.
- Review and investigate implications of all deviations from legal requirements with respect to examinations and advise the Director with respect to the least risk option available to protect the SACAA against potential liability.
- Investigate courses of action with respect to non-compliances identified and take decisions concerning enforcement action in accordance with SACAA policy.
- Ensure the development of policies and strategies to ensure that examinations are processed in compliance with legal and other requirements.
- Establish sufficient control mechanisms to ensure segregation of duties and confidentiality of examinations.
Planning
- Monitor the quality and service delivery of the examination admin processes and procedures and implement improvements. Develop annual oversight plans and safety promotion plans
Financial Planning and Control
- Develop accurate activity revenue and costing, planning and budgets
Operational Management
- Define the scope of oversight requirements, scope of work, and resources required, schedule work program and control performance.
Liaison and Policy
- Represent the Authority in negotiations and liaise with stakeholders and industry bodies.
Communications and Safety Promotion
- To project a satisfactory image of the SACAA to all stakeholders.
- To provide industry feedback to the Authority
Management of Direct Reports
- Manage key performance areas of direct reportees and of the department to ensure achievement of their agreed objectives.
