JOB PURPOSE

  • To develop and manage a best practice framework and strategy for the Supply Chain Management function through strategic sourcing; procurement and contract management; governance; effective and efficient delivery of supply chain services to ensure that the organization’s requirements are effectively met.

KEY PERFORMANCE AREAS

  • Develop, review or update SCM policy and procedures that support business strategies in accordance with new or changing environmental policies, standards, regulations and laws.
  • Work closely with Centre Heads, Managers and staff in pursuit of sustainable reductions in total cost of ownership for goods and services procured, with simultaneous improvements in the quality and service levels of the supply base, through effective demand and acquisition management.
  • Provide overall leadership in the management of the SCM unit under the supervision and guidance of the CFO.​
  • Ensure coordination and management of SAMSA procurement/supply chain activities; development of strategic objectives for the supply chain and sourcing policy of the organization; and manage the Travel Office
  • Compile and manage the overall SCM budget in a cost efficient and responsible manner whilst achieving departmental targets.
  • Monitor adherence and compliance with all prescripts, including the Preferential Procurement Framework Act; Black Economic Empowerment; Public Financial Management Act; Supply Chain Management Directives; and Treasury Regulations whenever goods and services are purchased.
  • Manage the sourcing of goods and services (including travel) and ensure adherence to the PFMA, National Treasury, PPPFA, SCM regulations, etc.
  • Ensure purchase orders are expedited.
  • Monitor and evaluate supplier performance.
  • Ensure purchase requisitions are managed to satisfy business needs.
  • Ensure that the supplier database is maintained and up to date (this includes tax certificates, BBBEE certificates, price lists, supplier contact details, etc.)
  • Ensure proper document management in line with the National Archives and Records Management Act and the approved SAMSA policies.
  • Ensure that redundant/obsolete furniture and/or equipment are disposed of in terms of the procurement policy.
  • Ensure that SAMSA always has a valid BBBEE certificate.
  • Plan and oversee the BBBEE verification process.
  • Produce a BBBEE plan for procurement.
  • Co-ordinate the overall BBBEE plan and monitor progress against the plan monthly.
  • Build and manage relationships with all necessary stakeholders.
  • Project and anticipate needs and requirements within SAMSA.
  • Analyse the future demand for items and identify appropriate procurement strategies to meet demand expectations.
  • Compile the Procurement Plan for the Senior Manager: SCM’s approval.
  • Submit the approved Procurement Plan to National Treasury in line with NT deadlines.
  • Liaise with each Centre regarding the implementation of the Procurement Plan
  • Assist end users in drafting specifications when doing bids/requests for proposals.
  • Facilitate the tender process i.e. tender advertisements, tender briefings; opening of the tender box; supplier presentations; BSC and BEC meetings; etc.
  • Ensure proper document management in line with the National Archives and Records Management Act and the approved SAMSA policies.
  • Maintain and update the contract register for SAMSA.
  •  Coordinate the drafting of contracts with assistance from Legal.
  • Coordinate the finalisation of contracts and ensure all relevant parties are informed once a contract has been signed.
  • Ensure contract close-out, extension or renewal.
  • Manage supplier performance.
  • Delegate and oversee tasks.
  • Orient and train new employees.
  • Supervise, coach and performance manage staff.
  • Ensure reports required by internal and external stakeholders are produced timeously, as required (Monthly, Quarterly and adhoc)
  • Assist in the investigation of the Irregular, Fruitless and Wasteful expenditure in line with the approved frameworks and guidelines.
  • Assist with the condonement process for the Irregular, Fruitless and Wasteful expenditure.
  • Ensure that a proper filing system is maintained.

MINIMUM REQUIREMENTS

QUALIFICATIONS

  • Bachelor’s Degree or Advanced Diploma (NQF Level 7) in Supply Chain Management or any relevant qualification
  • Postgraduate Diploma or Bachelor’s Degree Honours in Supply Chain Management or any relevant qualification (NQF Level 8) would be an added advantage

Required certification or Professional Registration

  • ​​Registered with the Chartered Institute of Procurement & Supply (CIPS)

Preferable

  • ​Public Procurement and Leadership certificate
  • Project Management certificate

KNOWLEDGE AND EXPERIENCE

  • Minimum seven (7) years work experience in Supply Chain Management, of which at least three (3) years must be at a managerial or supervisory level.
