Minimum Qualifications:
- BSc Civil Engineering / Hydrology / relevant field – at least 10 years in water resource management plus Registration as Professional Civil Engineer
OR
- B Tech Degree – at least 10 years in water resource management Plus Professional Registration as Professional Civil Engineering Technologist
- Required Professional Registration:
- Professional Registration with ECSA either as Professional Engineer (Pr. Eng.) or Professional Engineering Technologist (Pr. Tech Eng.)
Minimum Experience:
- BSc Engineering / Hydrology / relevant field – at least 10 years in water resource management
- B Tech Degree – at least 10 years in water resource management
- Managerial skills on broad spectrum related to the various fields of contact.
- Two (2) years management function
- Project related experience managing multiple water resources projects.
- Collaboration and coordination with stakeholders and other Government institutions
- Catchment management and Integrated Water Resources Management planning and implementation
- Cultivating strong relationships with internal and external stakeholders
- Ability to communicate and advise management on water resources issues.
- Management of water supply agreements
Key Outputs:
- Reporting to the Executive Manager: Planning and Development, the employee will:
- Ensure resource development management plans in supporting the operations, and the Planning & Development Activities of Amatola Water is in place.
- Manage a water resources management system and provide a hydrological and geo-hydrological service to the organisation.
- Ensure Water Quality Management and monitoring that could impact on the Resources (Dams) that feeds the organisations Water Treatment Works are in place.
- Liaise with stakeholders to draft contractual agreements regarding services provided to Water User Associations to assist in the management of irrigation schemes.
- Ensure short-, medium- and long-term raw water master planning with reference to current and future use, esp. with reference to construction of new dams or other bulk infrastructure.
- Engage in Amatola Water corporate strategic planning processes.
- Develop departmental business and action plans.
- Mobilise resources to fulfil work requirements.
- Co-ordinate, programme activities and work functions; both within and outside the department.
- Monitor the implementation and operational phases of these plans, undertaking environmental sensing and evaluating the need to amend these plans.
- Identify all water resource monitoring and reporting requirements.
- Identify and develop control measures in liaison with Scientific Services to minimise pollution risks.
- Identify Environmental Planning requirements for infrastructure projects and water resources/catchments management planning projects.
- Ensure that the WCWDM Strategy is implemented at all times.
- Ensure GIS requirements of organisation is met for infrastructure planning purposes, and water resources / catchments management purposes.
Other requirements needed:
- Knowledge of water quality and treatment processes
- Formal management qualification, i.e. SMP or equivalent
- Computer Literate – spreadsheets, word processing, presentation packages
- Other water resources and hydrology models – added advantage.
- Water & environmental legislation and contract law experience
- Negotiating skills
- Valid unendorsed drivers licence
Preferences:
- Previous experience in the water industry, specifically regarding water resource management, will be a distinct advantage.
- GIS Knowledge of WRSM 90
