KEY PERFORMANCE AREAS 

Strategic Alignment 

  • Implement the strategic vision, objectives and the operational plan of the intelligence Unit and clarifies performance expectations for function
  • Determine the deliverables and operational plan for the unit based on the FIC’s strategic objectives.
  • Make recommendations for adjustment of future strategic objectives to accommodate changes in the FIC’s operational environment

Manage Delivery 

  • Manage the implementation of the operational plans for the unit to meet its key performance targets.
  • Monitor performance of the unit to achieve its deliverables and identify possible obstacles that will prevent the Division from achieving its deliverables.
  • Adjust plans and resource allocations to accommodate changes in circumstances
  • Expand and maintain the FIC’s information gathering capability from legislative and non-legislatives sources.
  • Oversea  the efficient management of the FICs intelligence cycle to ensure the production of innovative, relevant and timely financial intelligence.
  • Ensures quality assurance and overall integrity of deliverables.
  • Ensure that the delivery of products or services is to the appropriate level of quality, on time and within budget
  • Contribute to the development and implementation of FIC/Divisional technology requirements.

Budget Management

  • Contribute to the design and implementation of M&A financial and procurement plans.
  • Determine the unit’s resource requirements and making recommendations for budget planning in accordance with priorities.
  • Manage the efficient use of financial and other resources by the Division’s staff members.

Stakeholder Management

  • Liaise and consult with government departments and other stakeholders, including accountable institutions, law enforcement authorities, supervisory bodies to facilitate the appropriate application of Monitoring & Analysis duties and obligations, procedures and processes under the FIC Act.
  • Engage with domestic (NATJOINTS, JCPS, NICOC) and international bodies (FATF, EGMONT) to promote SA/ FIC interests.
  • Identify opportunities to involve government departments, agencies and other external stakeholders.
  • Provide technical advice and guidance to government departments, agencies and other external stakeholders on effective implementation on intelligence cycle in line with domestic AML/CFT/CPF policies.
  • Contribute to operational management of the FIC by participating in management structures and committees.

People Management 

  • Manage delivery and delegate appropriate responsibility whilst retaining overall accountability for those services.
  • Manage performance of the team.
  • Develop and manage the implementation of the skills development plan of the team to maintain and enhance skills that ensures achievement of the Division’s operational deliverables.
  • Coach and mentor the team  to improve the ability of the team to deliver on expectations.
  • Promotes and support career management and development
  • Effectively manage and lead the intelligence section by motivating and enabling teams and ensure roles are clarified
  • Manage the development and implementation of the unit’s recruitment plan.
  • Manage the integration of all new employees in the unit.

Governance, Risk Management and Compliance 

  • Manage the development  and implementation of operational policies, procedures & systems, in consultation with the other FIC Divisions;
  • Contribute to the design and implementation of FIC and Division risk management strategies
  • Contribute to the design and implementation of FIC and Division data governance and information management requirements
  • Manage the unit’s reporting requirement of its operational deliverables.
  • Manage compliance to FIC and divisional policies and procedures ( e.g. HR, SCM, Finance ect).
  • Manages information risks-classification of information.
  • Codifies division practises, policies and procedures.

EDUCATION, SKILLS, AND EXPERIENCE 

  • Bachelor’s Degree in a relevant field (e.g. intelligence collection, analysis or counterintelligence)
  • A minimum of 10 years professional experience in overseeing the intelligence cycle.
  • Minimum 7-10 years’ proven experience managing skilled professionals.
  • Demonstrate experience in understating, managing and analysing information at a strategic level and a clear understating of how information can be used to improve FIC delivery
  • Excellent inter-personal and liaison skills-to have the ability to work with senior government officials to build relationships and ensure cooperation.
  • At least 8 years of knowledge and experience in information management and information gathering tools
  • Demonstrate ability to properly prioritize and manage complex operational tasks in a difficult environment 
  • Possesses a strong service orientation and allegiance to the Republic of South Africa.
  • Ability to write clearly and concisely in English
  • Knowledge of a foreign language is an advantage
