Purpose of the Job:
- The Senior Specialist will be responsible for assisting the Departmental Head with the on-going review and development of regulatory frameworks as well as engaging with National Treasury regarding the development of primary legislation in respect of which the FSCA has jurisdiction. In addition, the role will also be expected to manage stakeholders and provide regulatory support. The person appointed to this position will report to the Departmental Head: Regulatory Frameworks.
Key Performance Areas:
- Assist the Department Head with the on-going review and development of regulatory frameworks and developing and implementing the Department’s workplan.
- Managing/coordinating long-term projects or participating in external forums (both locally and international) will also be an added advantage.
- Engage with National Treasury and other key stakeholders regarding the development of primary legislation in respect of which the FSCA has jurisdiction.
- Design, manage, co-ordinate, lead and execute projects in the Regulatory Framework Department and broader FSCA, especially projects focused on the investment environment.
- Author and/or contribute technical inputs to research, discussion, position and issues papers, legislative proposals (including statements of need and impact), guidance notices, interpretational rulings and other relevant documents.
- Provide technical input, support and guidance to the Departmental Head and regulatory teams to inform the development of policy proposals and secondary legislation.
- Conduct relevant research (including comparative research) to improve the standard of regulation in line with national and international developments and requirements.
- Facilitate and coordinate meaningful input to / comments on documents and legislation published for consultation.
- Provide regulatory support to other FSCA departments.
- Manage and promote relationship with local, regional and international regulators, industry bodies, government departments and any other internal and external stakeholders, including participating in local and foreign initiatives, committees, conferences, meetings, and the like.
- Prepare and compile management or other reports.
- Develop, implement and maintain operational processes and procedures to improve the functioning of the Department.
