Requirements

  • Grade 12 Certificate
  • Must be in possession of a Degree/Diploma in Supply Chain Management / Procurement/ Logistics. Post Diploma/ Degree in Supply Chain Management / Procurement/ Logistics will be Advantageous.
  • Should have 3 to 5 years’ experience as a specialist in SCM with experience in public sector.
  • A working knowledge of relevant legislation, including the Constitution of the Republic of South Africa; PFMA; PPPFA; CIDB, B-BBEE Act and its code of good practice, SANParks Policies and General Procurement Guidelines.
  • Knowledge of Sourcing and Procurement processes in the public sector and relevant legislation is essential.
  • Knowledge of SANParks Business.
  • Applicants must be flexible and have the ability to meet tight deadlines and work without supervision.
  • Excellent interpersonal skills, effective team management and leadership abilities, as well as negotiation skills, facilitation, and organizational skills.
  • A valid South African resident status and strong knowledge of South Africa’s procurement procedures.
  • Computer literacy is essential – MS Word, Outlook, and Excel – proof of qualification/course required.
  • Excellent communication skills, attention to detail, highly analytical and good planning skills are essential.

Responsibilities

  • Provide support in all aspects related to the procurement of goods, works and services.
  • To coordinate the identification of regional procurement needs as informed by the Annual Procurement Plan, Business Plan and Budget.
  • Execute integrated sourcing and procurement processes and follow prescribed public procurement procedures towards fulfilling procurement needs.
  • Execute purchasing of goods and services and manage procurement administration.
  • Negotiate and coordinate conclusion of the agreements with suppliers to meet customer expectations.
  • Perform and guide on bid specifications, evaluation of tenders within set policies and standards.
  • Use own discretion to manage problems/risks and make recommendations timeously.
  • Build and maintain healthy interpersonal and inter-team relationships.
  • To execute effective supplier relationship management, contract management, industry and market analysis and commodity management
  • To maintain regional contracts registers used as mechanisms to monitor annual payments to service providers.
  • To provide expert advice to end-users regarding the development of short- and long-term service level agreements for repeat purchases in conjunction with the Supply Chain Corporate Office.
  • To build, maintain and manage stakeholder relations.
  • To monitor and report on supply chain transactions as per the directive from Corporate Supply Chain Office.
  • Maintain purchase records and other important data.
  • To manage risks associated with the procurement of services and goods.
  • To manage an auditable administrative system of the region’s assets.
  • To continuously manage and appraise submissions of the supplier database.
  • To coordinate and maintain the pre-vendor qualification directory.
  • To continuously evaluate the quality of goods and services rendered by the suppliers and assess their performance.
