MINIMUM REQUIREMENTS:

  • Formal NQF Level 8 qualification in Engineering (Civil).
  • A valid Professional registration with ECSA as a PR Eng / Technologist or equivalent.
  • 15 years’ experience post first civil engineering qualification.
  • 3 years supervisory/management experience of a project management Team.
  • Experience in managing multiple internal and external stakeholders.

ADDED ADVANTAGE

  • Postgrad in Management and Engineering field.
  • Managed projects portfolio exceeding a budget of R500 million.

WORKING CONDITIONS / INHERENT REQUIREMENTS OF THE JOB:

  • Travel as and when required;
  • Attend Cluster Meeting as an when required;

  • Work is normally performed in a typical office and/or site work environment, including site visits as and when required.

KEY RESPONSIBILITIES:

DESIGN & CONSTRUCTION MANAGER

  • Participates in the identification and prioritizing of projects using data from relevant management system (e.g. PMS/BMS/IMS/TMS) and personal knowledge.
  • Review Assessment & Design Reports and propose appropriate solutions / strategies.
  • Champion the Framework for Infrastructure Procurement and Delivery Management (FIPDM), including Gateway Reviews
  • Based on requirements of a project, prepare annual budgets and proposed programs,
  • Conduct regular audits
  • Ensure completion of projects on time, within budget and conformance with quality standards.
  • Monitors performance of projects through regular meetings with consultants and contractors.
  • Review scope of work and potential impact on the budget and request additional funds if necessary.
  • Ensure compliance with all technical, financial and quality requirements of the contract.
  • Consider innovation / alternatives in project lifecycle
  • Mitigate and report on incidents as and when required.
  • Ensure accurate identification of projects,
  • Ensure effective prioritising of projects,
  • Ensure correct allocation of funds,
  • Ensure accurate project scope based on needs.

SPECIALIST SUPPORT

  • Active participation in activities of relevant technical cluster within SANRAL,
  • Add meaning, content and effect to cluster resolutions,
  • Provides expert opinion and recommends appropriate solutions when required,
  • Shares knowledge and experience with colleagues and subordinates,
  • Pursue research and best practice,
  • Involved with development, maintenance and improvement of contract documents and specifications for SANRAL
  • Maintain integrity of information on ITIS,
  • Manage regional risks and reduce exposure to risk,
  • Ensure risk register for all regional projects is updated monthly,
  • Validate credibility of information of regional internship training figures for quarterly and annual reporting of targets,
  • Thorough reviewing of Regional Memoranda for submission to delegated Authority,
  • Identify problems areas timeously,
  • Ensure quality service delivery through use of appropriate solutions,
  • Promote SANRAL’s credibility and promote aims and objectives of SANRAL.

PROJECT AND CONTRACT MANAGEMENT       

  • Conducts site visits on a regular basis to monitor progress against the project plan,
  • Monitors performance of projects through regular meetings with consultants and contractors,
  • Conducts regular project audits,
  • Monitors financial performance to ensure the project remains within budget,
  • Prepare monthly forecast of expenditure for each project,
  • Verify payment certificates prior to approval for payment,
  • Review scope of work and potential impact on budget and, if necessary, request additional funds,
  • Identify possible hazardous locations of pedestrians and vehicles on the road network,
  • Monitor Transformation targets in terms of targets on construction projects,
  • Identify/Manage Community Development projects,
  • Maintain good corporative Governance in terms of risks and audits requirements on projects,
  • Consider innovation in project life cycle,
  • Ensure early identification of problems and mitigation thereof,
  • Ensure effective contract management,
  • Ensure completion of projects on time, within budget and in conformance with quality standards,
  • Ensure compliance with all technical, financial and quality requirements of a contract,
  • Ensure compliance to terms and conditions of a contract,
  • Ensure effective cash flow management,
  • Identify changes in project scope timeously,
  • Mitigate and report on relevant incidents.
  • Coordinate with regional environmental and land specialists to ensure timeous project delivery.
  • Ensure adherence to the prescribed contractual claim processes

PROCUREMENT MANAGEMENT   

  • Participation in the evaluation of tenders and appointment of consultants,
  • Prepare relevant scope documentation for appointment of consultants,
  • Prepare relevant tender documentation, in association with consultant, based on the scope of the project,
  • Attends site inspections and briefs contractors on services required for a project,
  • Participates in the adjudication of tenders and reviews recommendations by consultants,
  • Compilation of memoranda for approval by the delegated Authority,
  • Ensure appointment of competent consultants,
  • Ensure use of appropriate and correct tender documentation as per specifications,
  • Ensure compliance to SANRAL’s procurement and transformation policies.,
  • Ensure submission of accurate tenders which meets the requirements of the project.
  • Monitor the Annual Procurement Plan to ensure timely implementation.

COMMUNICATION MANAGEMENT

  • Maintains good working relationships with colleagues in other regions and/or areas of expertise
  • Cultivates and maintains good working relationships with key stakeholders, consultants and contractors
  • Written and spoken language proficiency     
  • Ensure internal collaboration and co-operation
  • Promote aims and objectives of SANRAL
  • Compile regional presentations on MS PowerPoint and present incisive regional information
