Purpose of the job:
- Manage and organise Engineering Team according to business needs in-line Gibela guidelines
- Execute engineering Rolling Stock and Service project according QCD commitments through a strong engineering planning culture
- Manage workforce according to workload (firm projects, forecast projects, tender, sustaining and R&D) with focus to avoid any underload and high overload including appointment of engineering teams.
- Drive co-engineering specially with process engineering and co-development with supplier via sourcing
- Push improvement programs based on technical recommendations (e.g. new methodologies/tools and APSYS engineering) and local initiatives
- Develop on-site engineering staff including succession planning and competence matrix deployment
- Apply common processes, methods and tools and capture Return of Experience (RoE) for continuous improvement
- Supervise products, key technical decisions and safety critical issues and capitalise RoE
- Monitor project to cost programs such as Redesign to Cost (RDTC) and Maintenance Regime Optimisation
- Manage cost centre and budget preparation
- Support and promote innovation initiatives of the business

Accountable and Responsibilities for:
Accountable for:
- Engineering tender commitment and project/R&D engineering QCD
- Management of site engineering workload and workforce
- Ethic and compliance
- EHS in engineering
- People and resource management
- Respect of engineering processes, tools and methods
- KPI targets from RSC and Service dashboard
- Supervision of key technical decisions and safety critical issues
- Monitoring of engineering actions in project to cost programs such as Redesign to Cost (RDTC) and Maintenance Regime Optimisation
- Engineering cost centre
- Supporting and promoting innovations
- People management cycle (PMC) on-time and quality of data with associated Training and Development plans to reach target competence level

Responsible for:
- Management and organization of engineering department
- Manage interfaces with other stakeholders on-site for co-engineering specially with process engineering and co-development with sourcing/supplier
- Contribute to site strategy
- Engineering improvement projects including cooperation and change management
- Appoint Tenders/Pre-Project and Project Engineering teams
- Monitor site engineering activity and inform Site Executive and Site Engineering performance about major events
- Collaborate with Services Engineering and Platforms to improve Services portfolio of products and services
- Manages the technical performances of the systems and provide REX to relevant Services Platform
- Detects, defines and implements the modifications of the maintained products to improve the reliability and serviceability, in order to reduce project costs and improve the performances of the systems
- Manages Obsolescence Plan and execution
- Captures and ensures ownership of regulations and standards to be applied
- Interfaces with the stakeholders in the Certification processes
- Ensure Quality of Engineering Deliverables
Business understanding and desired knowledge/experience
Minimum education requirements
- BSc/B.Eng Degree (Electrical, Electronics, Mechanical, Automotive, Mechatronics) or Equivalent Engineering Degrees
- Post Graduate Qualification in Management/Leadership
- Registered a Professional Engineer with ECSA will be an advantage
Minimum work experience required
- More than 8 years’ experience in Engineering Design
- More than 5 experinece in management of Engineering Personnel
- Project management incl. work package, risk and opportunity management
Minimum technical experience required
- Practical experience in diverse Engineering design processes (Electrical, Mechanical, Software Development and System Engineering)
- Practical experience in Product Development in railway environment
- Knowledge of tools applied in Electrical, Mechanical and software development (Autocad, programming languages, etc.)
- Knowledge of product maintenance strategies in railway environment
- Engineering planning and optimisation (Resource vs Workload balance)
- Experience on product Change and Configuration Management
- Problem solving methodologies
