REQUIREMENTS:

  • Grade 12.
  • B-Degree in Accounting / Financial Management.
  • Certificate in Municipal Finance Management Programme (added advantage).
  • Valid Code B Driver’s License.
  • Minimum of five (5) years of experience at middle management level.

KEY PERFORMANCE AREAS:

Budget Planning:

  • Analyse and present financial data for planning purposes.
  • Lead the development and modification of the draft budget for the Municipality in alignment with the IDP (Integrated Development Plan).
  • Set up budget allocations in the accounting system and establish expenditure controls.
  • Support all departments in their budget preparations, consolidate, and prioritize budget requirements.

Monitoring Budget Implementation:

  • Monitor revenue and expenditure to avoid overspending.
  • Identify areas of overspending and report with corrective action suggestions.
  • Verify that all submissions to Provincial Treasury meet MFMA (Municipal Finance Management Act) requirements.
  • Ensure all budget and reporting submissions are made according to MFMA calendar dates.

Statutory Reporting:

  • Manage the preparation and distribution of valid, accurate, and complete in-year budget progress reports.
  • Report on any unauthorized, irregular, or wasteful expenditure, budget shortfalls, or overspending.
  • Review the investment register, grant reconciliation, retention register, and bank reconciliation for accuracy.

Financial Management:

  • Monitor expenditure against the capital budget.
  • Produce reports on budget spending, identify deviations, and process submissions for service provider payments.
  • Identify and project budget requirements for various projects.
