Job Description
- KPA 1: Asset Management Oversee the correct implementation and administration of the disposals plan Monitor and check the movement of assets Monitor the planning and execution of asset verification Investigate reported variances and make recommendations to resolve discrepancies Manage the updating of the asset register Monitor compliance with legislation and industry standards
- KPA 2: Contract Management and Stakeholder liaison Ensure draft SLAs are in place for all Request for proposal contracts Ensure that notification letters are sent timeously Approve awarded contracts on FinOps system and ensure all supporting documentations are attached Monitor contract compliance Ensure that measures are in place for suppliers (KPIs established for each contract) Research and provide advice on contract strategies Align negotiated contractual terms and conditions Develop sound and legally compliant contracts.
- KPA 3: Logistics Management Recommend solutions to resolve discrepancies Ensure compliance with legislation and industry standards.
- KPA 4: Operational Planning Provide input into the formulation and development of plans for the unit in consultation with the Director: SCM Ensure development, implementation and monitoring of relevant strategic plans and operational plans Provide input in the design and development of logistics and asset management policies, processes and procedures Provide input in the strategic and annual supply chain logistics and assets management.
- KPA 5: Risk and Financial Management Identify and manage risks in area of responsibility Identify and manage risks in area of responsibility Ensure timely budgeting, monitoring, variance analysis and reporting Ensure that Procurement Planning takes place, that specifications are developed timeously and that there is compliance with supply chain prescripts.
- KPA 6: People Management Approve leave requests of subordinates Ensure that the unit is sufficiently resourced Ensure that subordinates sign their performance agreements Ensure that subordinates meet their performance requirements Conduct bi-annual performance reviews Ensure performance agreements are in place for all subordinates Identify subordinates’ training needs.
Job Requirements
- Appropriate bachelor’s degree in finance/ supply chain management/Logistics/Law
- At least 6 years’ experience in Supply Chain Management of which 3 years should be in Contract Management and 2 years’ experience in a Supervisory / Management Level
- Knowledge of the Supply Chain Management Framework, Public Finance Management Act (PFMA), Treasury Regulations, Preferential Procurement Policy Framework Act and other relevant prescripts.
