Key Responsibilities
- Provision of Economic Information and Development Results Coordination
- Assist with the development and implementation of project indicators across the Bank sectors for measuring the development targets, outputs, and outcomes.
- Design and implement appropriate data collection and monitoring tools, systems, methods, and approaches to
- assess the development results of DBSA activities/ projects/ programmes.
- Train the investment teams on the Bank’s data collection tools, and systems to ensure the correct capturing of
- development indicators for projects and programmes.
- Ensure that each project/ initiative has pre-identified measures and performance indicators captured in a
- Development Results Template (DRT) to assess the outputs and outcomes of development activities, as set out in the Development Results Framework.
- Coordinate the Development Result Working Group (DRWG) meetings and its inputs (that each project/programme has completed DRT indicators, appraisal, and related specialist reports) and outputs (secretarial functions, that project/programs have signed Record of Decisions (RoDs)).
- Provide specialist inputs to the evaluation reports including those of the development partners.
- Develop and implement monitoring systems suitable for tracking whether DBSA operations adhere to, amongst
- others, governance, compliance and environmental standards and investments/projects/programmes
- Maintain and update the monitoring of project systems/database process of the DBSA aligned to the vision, strategy, and goals in consultation with key stakeholders.
- Undertake economic analysis and utilize models (Quantec and Conningarth) to produce reports that support
- investments and reporting of development results including updating of the economic models.
- Collaborate with units of the Bank and forums to provide specialist inputs such as on Green Climate Mapping, and Catalysation amongst others.
- Respond to all ad-hoc information requests as and when requested by the Head of OEU.
Reporting
- Provide technical information reports on project appraisals and country risk profiles.
- Provide reports to management on data collection and monitoring tools, systems developed and implemented on DBSA activities/projects/programmes and development results.
- Provide management and the Social and Ethical Committee (SEC) with Green Mapping reports to assess the Bank’s Just Transition development initiative.
- Provide various economic reports and periodic reports to the evaluation teams, country risk desk and catalyzation group, EXCO and Board Committees.
- Special communications with the unit Head concerning issues such as project sustainability and safeguarding of the Bank’s investments.
- Contribute to the DBSA mid-term and annual report and other reports, inter alia, DBSA’s contribution to development and poverty reduction.
Key Measurements of Outputs
- Quality of socio-economic information provided to the investment team and management.
- Quality of the development activities/ projects/ programmes coordinated and monitored.
- Utilization of indicators that are Specific Measurable Achievable Realistic (SMART) and Time-bound.
- Effectiveness of the Data collection, Monitoring systems, tools and frameworks put in place.
- Quality contribution to investment deals/ programmes/ projects/ assignments in respect of DRT’s.
- Regular attendance and active participation at the DRWG.
- Produce development results reports for approval within the agreed timeframes.
- Implementation, and management of standards/ guidelines / toolkits developed to support development results reporting, monitoring and evaluation.
- Capacity development of key stakeholders on all processes related to the DRT.
Expertise & Technical Competencies
Minimum Requirements:
- A bachelor’s degree in Economics, Econometrics Development/Social Sciences or any related qualification.
- A minimum of 7 years working experience in a similar role working in the financial services or DFI industries or
- related.
- Minimum of 5 years’ experience in macroeconomics tools and models usage to support decision-making
- process.
- Demonstrable experience in economic analysis, and generating monitoring reports on development results
- Understanding the global, regional and local economic development .
- Proven experience in stakeholder management/networking/relationship building in terms of monitoring of projects and programmes.
- Solid knowledge and understanding of sustainable development, relevant legislation, regulations, policies,
- systems and procedures governing infrastructure planning and development finance environment.
- Demonstrated understanding of the corporate lending process.
- High level of competency required in MS Word, MS Excel, PowerPoint and MS Projects.
- Proven experience in implementing economic and monitoring systems and tools for an organisation.
- Experience in preparing comprehensive monitoring and management reports.
